The Office of Homeland Security is seeking qualified applicants to fill Public Safety Emergency Call Taker I/II positions, Grade P14/P15 in the Public Safety Communications Division for its upcoming Fall training classes. Call Takers receive incoming calls via the 9-1-1 system and non-emergency lines, enter emergency information into the Computer Aided Dispatch (CAD), provide pre-arrival and post-dispatch instructions, and document data in the CAD system. Incumbents must be proficient at listening under pressure, quickly ascertain the type of assistance required, and accurately enter information into the CAD system. Responsibilities
Operate a workstation with multiple computer systems, including Automatic Call Distribution (ACD) 9-1-1, GIS/mapping tools, CAD, and other critical information repositories to answer and process emergency and non-emergency calls. Initiate calls for service using appropriate protocols and provide pre-arrival instructions (including CPR when appropriate). Receive and triage emergency and non-emergency requests, determine required services, and initiate calls for service per agency policies. Answer calls via radio, 9-1-1 system, or telephone using appropriate equipment and record pertinent information per procedures. Perform computer inquiries and interpret information received from agencies; operate systems such as NCIC/METERS, teletype, language line, and CAD. Provide emergency pre-arrival and post-arrival instructions to callers; classify and enter information into CAD per protocol. Utilize life support protocols as authorized; establish communication with hearing-impaired callers via Maryland Relay 7-1-1. Identify non-English speakers and use translation services as needed; refer callers to appropriate agencies when necessary. Maintain logs and records pertinent to operations; ensure data accuracy in CAD. Adhere to dispatch protocols to ensure safe, reproducible, and non-arbitrary response transmission. Essential designation and work environment
This position is designated essential. Incumbents may be required to work during emergencies and adverse conditions and may be assigned to four twelve-hour rotating shifts. All personnel in this class must work on site (no telework). Work occurs in a secured environment with a specialized low-light system and extended computer monitoring. Qualifications
High school diploma or GED required. One year of practical work experience, including one year using Windows-based computer programs. Candidates must successfully pass an agency-specified entrance examination. Note:

Be able to work ten or twelve-hour rotating shifts. Complete all components of the Academic (Phase 1) training program with a minimum score of 80% on quizzes, exams, and practical evaluations. Complete the NAED Emergency Telecommunicator (ETC) course and obtain ETC certification with a minimum score of 80% on course exams. Complete the NAED EMD, EFD, and EPD courses with a minimum score of 80% on course exams. Complete the NCIC CN2 training and certification with a passing score. Complete the CPR/BLS for Health Care Providers with a minimum score of 80% on course exams. PSC employees are essential and must work during emergencies, inclement weather, and disasters. Must successfully pass a background investigation, medical examination, drug screen, and psychological screening as part of the process. Must have reliable transportation to report to the primary or backup centers as directed. Selection Process
