Overview
Senior Litigation Counsel at the State of Arizona (Arizona Attorney General’s Office, State Government Division/Public Law Section) to assist with litigation matters arising in the administrative law context and to advise and represent state agencies and boards. Job Location: 15 S. 15th Ave, Phoenix. Salary: $135,360. Posting Details: Closing Date – Until filled. This position may be eligible for remote work two days a week. Job Duties
Provide legal counsel for the State Government Division (SGD)/Public Law Section (PLS). Advise and represent PLS client agencies, commissions, and boards (e.g., Arizona Department of Veterans Services). Perform legal research, prepare pleadings, present arguments and evidence at hearings in federal, state, and administrative tribunals, and handle appeals as needed. Advise on administrative law, statutory interpretation, court rules, open meeting law, public records requests, and public monies issues. Review and approve contracts, handle contract disputes and procurement matters. Mentor other PLS attorneys and provide guidance on litigation and advisory matters; may handle or assist with judicial review actions and other litigation involving agencies/boards represented by SGD. Handle litigation involving occupational licensing, administrative law, and/or constitutional issues as assigned. Knowledge, Skills & Abilities (KSAs)
Knowledge of applicable Arizona statutes, federal laws, and the rules and regulations of state and federal courts. Knowledge of legal techniques, American jurisprudence concepts, and standard formats for legal documents. Ability to apply general legal principles, grasp new areas of law quickly, and analyze complex issues. Understanding of Arizona statutory law, constitutional provisions, trial and administrative hearing procedures, and evidence rules. Ability to explain statutory and case law constructions to non-attorney directors and staff. Strong legal research, writing, oral presentation, negotiation, and litigation skills, including discovery. Ability to perform demanding legal research and to present clear arguments in writing and orally to multiple parties. Ability to present to non-attorney audiences and to work with high ethical and professional standards; good judgment and interpersonal communication. Ability to function well under heavy workload, time constraints, and stressful situations. Selective Preference(s)
Experience in litigation and/or administrative law; background in government or corporate work is helpful. Pre-Employment Requirements
Travel is required for this position. A valid Arizona Driver’s License is required, with consent to have driving record run periodically. Admission to and good standing with the Arizona State Bar is required; include date(s) of admission in Arizona and any other states on resume. Active Arizona State Bar license is required. Applicants are required to submit a writing sample with their resume/application profile. The writing sample should analyze a substantive legal issue and demonstrate ability to think, explain, and advocate a position. All applicants under serious consideration must be fingerprinted and complete a criminal background check through State and Federal agencies. A job offer cannot be tendered until the background check is passed. Note: If driving or vehicle use is an essential function, Driver’s License requirements apply.
