Summary
The Vice President, Project Executive, manages capital project delivery within the Infrastructure business unit in the MTA Construction and Development (C&D) Delivery Department. This position is responsible for project management activities that ensure project delivery is safe, efficient, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines. The Vice President, Project Executive, monitors project status, mitigates risk, and resolves project issues, consulting with and providing recommendations to senior management for critical issue resolution. This position coordinates project delivery activities with C&D and operating agency personnel and manages staff, contractors, consultants, and agency forces in the safe and efficient execution of capital projects.
Responsibilities
Manage and mentor staff to deliver complex capital projects.
Coordinate project activities through project close-out.
Monitor project performance against baselines and pursue opportunities for improved performance.
Identify issues and risks and ensure timely resolution and mitigation.
Recommend solutions to senior management for critical issues.
Manage project activities to minimize impact on agency operations and the public.
Coordinate with project team, C&D staff, contractors, consultants, and agency personnel.
Ensure actions, approvals, and resources are in place to support project delivery from MTA operating agency staff.
Ensure compliance with requirements, standards, codes, regulations, policies, and procedures.
Embed safety and quality into project operations.
Develop and monitor project plans, quality plans, and work plans; coordinate with Safety and Quality Management.
Manage project documentation for quality, completeness, and accuracy.
Monitor progress against scope, schedule, and budget.
Collaborate with Development and Contracts through the project life-cycle, including scope, design criteria, procurement, bid evaluation, change orders, and contractor/consultant evaluation.
Review and approve contract invoices and project charges; ensure expenditures are properly charged.
Manage document control and retention.
Prepare reports, presentations, research, and studies; coordinate audit/inquiry responses for MTA and external oversight bodies.
Lead staff selection, coaching, development, evaluation, and discipline as needed.

Education and Experience
Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
Minimum of sixteen (16) years of related experience.
Minimum of ten (10) years in a management or supervisory role and/or program/project manager role in a large, multi-faceted organization.
Licensed Professional Engineer or Registered Architect desirable.
PMP and CCM Certifications are preferred.
Significant experience in project management for major construction projects or highly complex systems is preferred.
Substantial experience leading and managing contractors, subcontractors, or vendors.
Excellent communication and interpersonal skills; ability to build relationships with stakeholders at all levels.
Ability to work in a high-profile, high-pressure environment; focus on delivering results, organizational effectiveness, and continuous improvement.
Proven leadership as a change agent and innovative thinker to align business goals with solutions.
Strong team-building, listening, problem-solving, and prioritization skills.
Alternative Delivery Experience Preferred.
