The Department of the P REGULATORY RATE PROCEEDINGS Division at Hawaiian Electric Company has 1 Management vacancy available. This posting seeks to fill at either the Regulatory Analyst II or Senior Regulatory Analyst level; whichever level is most suited to the qualifications of the selected candidate. Regulatory Analyst II – Job Function

Supports the coordination of Hawaiian Electric Company’s regulatory policies and provides substantive guidance in the preparation, submission, presentation, and execution of regulatory dockets, investigations, and other major regulatory matters before the Hawaii Public Utilities Commission (PUC). Reviews and prepares applications, testimonies, and other regulatory documents, ensuring alignment with Company policy, Hawaii regulatory law, and industry standards in other jurisdictions. Assists in interpreting and administering the Company’s tariffs. Essential Functions – Analyst II

Leads the preparation and submission of regulatory dockets to secure timely PUC approvals. Coordinates work, develops schedules, ensures timely submission of required documents, and prepares witnesses for PUC hearings. Manages the organization, production and distribution of filing materials, ensuring compliance with Commission rules for both printed and electronic formats. Develops regulatory strategies and Company positions. Drafts, reviews and edits applications, testimonies, exhibits, and other regulatory documents, ensuring alignment with Company policies, PUC rules, and relevant legal and regulatory decisions. Maintains relationships with the PUC and Consumer Advocate (CA), ensuring compliance with all regulatory filing requirements. Provides technical advice and support to other departments, PUC staff, CA staff, and the public on regulatory and tariff matters including rule interpretations, revisions, and administration of tariff changes. Drafts or assists in drafting testimonies that reflect Company policy, aligning with legal and regulatory principles and the testimonies of other Company witnesses. Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response. Bachelor- & Knowledge/Skills/Experience – Analyst II

Knowledge: Working knowledge of accounting and finance principles; familiarity with regulatory principles and practice (Hawaii); working knowledge of economics, engineering, planning, regulatory law, or statistics; proficiency with PCs and software (spreadsheets, word processing). Skills: Excellent written, oral, and presentation skills; ability to communicate effectively with PUC staff and CA staff; adaptability in a fast-paced environment; strong analytical, organizational, and conceptual skills; strong interpersonal skills for stakeholder influence. Experience: Several years (3–5) of regulatory experience, preferably in regulatory matters before the Hawaii PUC, or 5–7 years of related business/technical experience (engineering, accounting, budget, planning, rate analysis, regulatory affairs, economics, or finance). Senior Regulatory Analyst – Job Function

Provides input to the development of Company policies relating to regulatory affairs and direction for development, preparation, submission, presentation, and execution of non-rate case dockets, investigations, and other major regulatory matters before the Hawaii PUC. Assists in the development, interpretation, and administration of the Company’s tariffs. Essential Functions – Senior Analyst

Leads the preparation and presentation of non-rate case-related dockets, coordinating with subsidiaries to complete work and preparing witnesses for PUC appearances. Leads the development of regulatory strategy and Company positions; drafts and edits applications, testimonies, exhibits, work papers, and other documents; ensures alignment with Company policy and regulatory decisions. Maintains relationships with the PUC and CA and ensures regulatory filing compliance. Provides technical advice to Company staff, PUC staff, CA staff, and the public on regulatory matters; writes testimonies for PUC cases; participates in emergency response activities as assigned. Qualifications – Senior Analyst

Knowledge: Accounting/finance principles; regulatory principles (Hawaii); economics, engineering, planning, regulatory law, or statistics; software proficiency (spreadsheets, word processing). Skills: Excellent written, oral, and presentation skills; adaptability; analytical, organizational, and interpersonal skills. Experience: 5–7 years of related regulatory experience, preferably before the Hawaii PUC; 5–7 years of related business/technical experience in fields such as engineering, accounting, budget, planning, rate analysis/design, regulatory affairs, economics, or finance.
