Overview
The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and Maryland citizens, by providing facilities management, real estate and surplus property services, security and law enforcement for State buildings. DGS oversees a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and the State procurement process. This is a Management Service position and serves at the pleasure of the Appointing Authority ("at-will"). GRADE:

The Director of Operations oversees facilities operations across the statewide building portfolio, providing high-level direction to the CMMS Program Manager and the OFM Regional Superintendents to keep buildings safe, functional, and well-maintained. As a member of the senior leadership team, the Director drives strategic plans, operating procedures, and performance goals to improve efficiency and service delivery. The role coordinates with the DGS Office of Design, Construction, and Energy on maintenance and capital projects, and offers expert technical guidance on building systems and infrastructure. Responsibilities include budget planning, resource allocation, and workforce development. The Director fosters collaboration, streamlines processes, ensures accountability, and establishes and monitors KPIs to assess and improve operational performance while ensuring compliance with standards and driving continuous improvement in support of the agency’s mission to deliver efficient, cost-effective, and high-quality facilities management services. Responsibilities
Provide strategic leadership and direction to the CMMS Program Manager and Facilities Superintendents to ensure DGS buildings remain fully operational and well-maintained. Develop and implement strategic plans, standard operating procedures (SOPs), and detailed work plans aligned with division goals. Recommend operational policies and identify opportunities to improve efficiency, effectiveness, and service delivery. Establish goals, set deadlines, and review completed work for technical accuracy, completeness, and customer satisfaction. Coordinate with the Office of Design, Construction, and Energy on maintenance and capital projects; provide expert technical guidance on day-to-day operations. Serve as a strategic adviser to OFM in major facilities areas including HVAC, plumbing, electrical, blueprint, design, and construction. Collaborate with the Assistant Secretary, Fiscal Office, and OFM Director of Administration on OFM’s operating budget and resource allocation to support efficiency and compliance. Provide oversight to OFM Regional Superintendents to initiate, monitor, re-baseline, and complete building inspections and preventive maintenance assessments. Work with the OFM Assistant Secretary to recommend hiring, promotions, and staffing adjustments aligned with organizational goals. Coordinate with the Office of Human Resources to identify, forecast, and address current and future staffing needs. Qualifications
Five (5) years of progressive experience as a senior manager within commercial or government office building management, operations, and maintenance, including experience managing large teams and complex facilities portfolios. Five (5) years of professional experience performing or overseeing maintenance on building mechanical systems (e.g., HVAC, electrical, plumbing). Two (2) years of experience developing strategic plans and SOPs. Bachelor’s degree from an accredited college or university in Facilities Management, Engineering, Business Administration, or a related field is preferred. Strong knowledge of building systems (HVAC, electrical, plumbing, fire/life safety). Proven experience managing maintenance operations, capital projects, and vendor contracts. Ability to communicate effectively with executives, staff, customers, and vendor representatives. Experience with program budgeting is strongly preferred. Selection Process
