Overview
IT Program Manager - Governance and Process. This role is part of Technology & Digital Solutions-PMO and is responsible for establishing, managing, and enforcing standards, frameworks, and governance practices that guide IT program and project execution. The focus is on ensuring consistency, compliance, transparency, and alignment with organizational strategy. Location & Employment
Stanford Health Care – Palo Alto, CA (108480034, hybrid options). 1.0 FTE Full-time, Day shift. 08 Hour. Base pay scale: Generally starting at $79.21 - $104.97 per hour. Salary determined by factors including experience and location. What You Will Do
Facilitate and define governance models, standards, and procedures for IT programs and projects. Ensure documentation, reporting, and escalation paths are in place. Develop, standardize, and optimize IT program and project management processes. Establish templates, workflows, and tools to support program execution. Drive adoption of best practices (Agile, Waterfall, hybrid models). Monitor programs and projects for compliance with governance standards and alignment with strategic priorities. Support portfolio reviews, health checks, and audits; provide transparent reporting on progress, risks, and issues. Serve as a bridge between delivery teams, business stakeholders, and executives; facilitate alignment across multiple teams. Identify gaps, drive continuous improvement, and promote lessons learned to mature program management capabilities across IT. Responsibilities by Area
Governance Framework Development
– Define and implement governance models, standards, and procedures; ensure proper documentation, reporting, and escalation paths. Process Management
– Develop, standardize, and optimize IT program and project management processes; establish templates, workflows, and tools; promote best practices. Portfolio Oversight
– Monitor IT programs/projects for governance compliance; ensure initiatives deliver value; support portfolio reviews and audits. Reporting & Metrics
– Maintain executive dashboards and scorecards; provide transparent progress updates to leadership. Stakeholder Engagement
– Bridge delivery teams, business stakeholders, and executives; ensure informed decision-making and alignment. Continuous Improvement
– Identify gaps and recommended improvements; drive maturity in PM capabilities. Qualifications
Education
Bachelor’s Degree from an accredited college or university Experience
Minimum of three (3) years of experience with SCRUM/Agile methodologies and 5+ years of experience in software/system development. Required Knowledge, Skills & Abilities
Results-oriented with ability to achieve core goals. Strong knowledge of SCRUM/Agile project management techniques and procedures. Experience with Jira, Confluence, MS Project, Excel, Visio, and other PM tools. Excellent customer and team management skills. Expertise with A/B testing and multivariate testing. Ability to work under pressure; highly organized; able to manage multiple projects concurrently. Strong written and verbal communication; ability to engage with all levels of the organization. Analytical and problem-solving skills; ability to work independently with minimal supervision. PMP and/or Agile/Scrum Practitioner certification a plus. Experience with responsive design and mobile applications a plus. Licenses and Certifications
