Department of Environmental Protection Responsibilities

Serve as the Chief Information Officer and oversee the Office of Technology and Information Services. Manage the department’s communications and networking infrastructure, messaging systems, IT security, enterprise databases, application development and maintenance services; geospatial information systems support; an enterprise service desk; IT contract management and procurement services; project management and business analysis; and IT strategic planning and technical standards oversight. Lead enterprise-wide IT strategy, governance, budgeting, vendor management, and risk management. Develop and maintain an IT operating framework and organizational structure that supports the agency’s needs. Ensure documentation for IT processes is current and accessible. Direct IT project management for selection, acquisition, development, and installation of IT systems; ensure enterprise-level project management and appropriate staffing for the Project Management Office. Define and communicate IT plans, policies, and standards. Oversee enterprise IT purchasing and approval of major system hardware and software acquisitions. Facilitate IT governance to enable change, service improvement, and partnerships to support DEP staff in their mission. Act as the main communication channel between IT and program areas; regularly meet with agency leadership to gather needs, communicate IT priorities, and convey agency needs to IT management. Coordinate with agency leadership on guardrails and standards for IT functions outside OTIS. Manage technical debt and ensure remediation of cybersecurity and audit findings in a timely manner. Knowledge, Skills, and Abilities

Ability to communicate technological frameworks, concepts, and tools to non-technical audiences and decision makers; present technology solutions to senior management. Ability to translate business goals into IT initiatives; communicate effectively to implement IT change and modernize systems. Broad knowledge of IT topics and disciplines; awareness of developing trends and future organizational impact. Critical thinking, complex problem solving, and business acumen. Change management, relationship building, and business case development. Team building, vendor/contract management, and organizational performance. Minimum Qualifications

Position of Special Trust:

This position is designated as a Position of Special Trust. Successful completion of background screening is required. Preferred Qualifications

IT-related bachelor’s degree (e.g., Computer Science, Management Information Systems, Information Technology). IT-related certifications that support this role (e.g., PMP). Experience with ITIL framework and IT governance. At least 10 years in a management or supervisory position. Pay
