Overview
The County of San Mateo's Information Services Department seeks qualified candidates for the limited term position of IS Project Manager II. The incumbent plans, coordinates, and manages a variety of complex, County-wide and/or interdepartmental information services projects through their entire life cycle, including identifying users\' needs, gathering detailed requirements, analyzing project feasibility, developing project scope and estimating budget, designing and programming systems applications, technical review and systems testing, and overseeing implementation; administering professional services contracts; and performing related work as required. The position may exercise technical and functional direction over and provide training to lower-level staff on a project basis. Responsibilities
Manage complex, County-wide and/or interdepartmental information services projects such as research, development, conversion, installation, upgrade, and maintenance projects. Provide coordination, guidance, and oversight for all phases of a project, including initiation, planning, implementation, monitoring, and close-out. Design and recommend business processes and workflow strategies for various IT systems and infrastructure. Plan, organize, and define project requirements, methods, and end objectives in consultation with end users; perform risk assessments; develop concept documents, impact analyses, stakeholder analyses, and draft process documentation; coordinate project activities with team members, other section staff, user representatives and outside vendors. Interview, analyze, and document end user work processes and information services requirements; conduct systems walk-throughs and technical reviews; develop or refine specifications, including evaluating and testing vendor packages for conformance with user requirements and priorities. Develop and track project budgets, contracts, and schedules; monitor project progress and ensure project goals and contract requirements are met. Develop consultant requests for proposals and qualifications for professional services; evaluate proposals and recommend project awards. Design and program systems applications, conduct technical reviews and system testing, and oversee implementation. Prepare feasibility studies, cost and benefits analyses, product evaluation, requirement specifications, designs, and other analyses and documentation. Maintain and regularly update a project risk matrix with severity indicators and a plan to eliminate or mitigate impacts. Regularly track project expenditures, review invoices for accuracy and consistency with contractual obligations, and recommend appropriate dispersals of allocated funds. Track project tasks, resources used, deliverables completed, and upcoming work; report on project status based on KPIs. Respond to and resolve software users\' inquiries and complaints and escalate problems to vendor representatives as needed. Plan, schedule, and conduct training classes and demonstrations; determine training objectives and requirements; prepare and design training materials, reference guides, and user manuals. Develop and recommend comprehensive standards, policies, procedures, and technical documentation. Act as liaison between application support analysts, systems specialists, data specialists, communications specialists, and customer support specialists to ensure standards and protocols are maintained; coordinate activities with other ISD staff. Provide recommendations to managers on long- and short-term system infrastructure plans. Stay abreast of new trends and innovations in technology related to County operations; evaluate vendor solutions and technologies; implement improvements; work with staff to maintain, revise, or improve operations and systems. Write and maintain user and technical operating instructions and documentation; provide training to users and other technical staff; advise on best practices. Provide updates and completion information to staff and/or users via voicemail, email, or in-person communication. Lead, coordinate, and plan applications development, enhancement, and maintenance projects; manage multiple projects simultaneously. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; set priorities and meet critical deadlines. Act as a liaison between the County\'s ISD and other departments to improve communication, collaboration, partnership, and management of technology across projects. Manage ambiguity in project aspects and recommend data-based optimal directions to stakeholders and steering committees. Perform other duties as assigned. Education and Experience
Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in performing information technology/systems project management, including infrastructure or application implementation and integration projects. Additional related experience may substitute for education on a year-for-year basis, up to four (4) years. Licenses and Certifications
Possession of, or ability to obtain, a valid Project Management Professional (PMP), PgMP, or equivalent certification. Some positions may require possession of, or ability to obtain, a valid California Driver\'s License.
