Position Highlights

Monday–Friday Full-time 40 hours/week Location: 450 Columbus Boulevard, Hartford, CT Hybrid and flex work schedules available Weekend and evening availability may be required to meet agency needs

The Role

Responsible for case development, negotiation, and prosecution at administrative hearings Oversee a team of attorneys and paralegals focused on the regulation of the pharmaceutical, cannabis and hemp industries Assist with developing and operationalizing policy in the drug control area Other related duties

Our Mission

The mission of the State of Connecticut, Department of Consumer Protection (DCP) is to promote a fair and equitable marketplace and ensure safe products and services for Connecticut consumers. The department comprises several divisions that oversee different regulated industries: Drug Control Division

– regulates distribution of legal drugs, medical devices and cosmetics; licenses for pharmacies, pharmacists, controlled substance providers and laboratories; manages the Medical Marijuana Program and the Prescription Drug Monitoring Program (PDMP). Food and Standards Division

– regulates food manufacturers and sellers; ensures accuracy of weighing/measuring devices; tests motor fuel octane; inspects restaurants, bakeries and grocery stores. Investigations Division

– protects the public from unfair practices and enforces CUTPA; handles all agency legal actions. Gaming Division

– ensures integrity of legalized gaming and related tribal-state agreements. License Services Division

– processes licenses and responds to renewal and processing questions. Liquor Control Division

– regulates distribution, sale, and dispensing of liquor to protect minors and ensure safety. Occupational & Professional Licensing Division

– ensures qualified licensing for trades and professions; administers professional Boards, Councils and Commissions.

Selection Plan

Purpose of Job Class (Nature of Work)

In the Departments of Consumer Protection and Housing, Office of Early Childhood and Social Equity Council (SEC), this class directs staff engaged in research and advising on law, legislation, regulations and administrative policy. In a Constitutional Office, this class manages programs and processes, conducts research and advises leadership on legislation, regulations, contracts and administrative policy.

Examples of Duties

Direct staff and operations of the legal unit; coordinate with the Office of the Attorney General on complex and sensitive legal matters Coordinate, plan and manage unit activities Assist in developing agency program proposals, rules and policy Interpret statutes and regulations and ensure conformance with statutory authority Evaluate staff; assist in budgeting for consistency with statutes and regulations Maintain contacts with internal and external stakeholders Provide staff training and assistance Research and advise on law, legislation, regulations and administrative policy Draft proposed legislation and regulations; assist in implementing enacted laws Prepare administrative records and final decisions in contested cases; assist in court preparation Draft, negotiate and finalize administrative contracts and agreements Advise on matters requiring opinions from the Office of the Attorney General and draft requests for opinions Act as liaison between agency leadership and the Attorney General Participate in recruitment and hiring; may conduct legal seminars Perform related duties as required

Knowledge, Skills and Abilities

Considerable knowledge of and ability to interpret and apply state and federal laws, statutes and regulations; knowledge of agency policies; understanding of the Uniform Administrative Procedures Act; knowledge of the legislative process Knowledge of management principles and practices Considerable interpersonal, oral and written communication skills Considerable ability to interpret, analyze and prepare legislation and other legal documents

Minimum Qualifications - General Experience

Three (3) years of experience as an attorney with responsibility for research, development, planning and review of legislative and/or regulatory and/or legal programs.

Preferred Qualifications

Legal experience in the pharmaceutical, cannabis, or healthcare industry Case management experience Litigation experience Administrative law experience Experience working with a government agency

Special Requirements

Incumbents must be a member of the Connecticut Bar.
