Overview Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program extends the BART system from Berryessa Station in north San Jose through downtown San Jose to Santa Clara, including a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility. This is a Site Contract Administrator role on the CP2 project, based in San Jose, CA.

Job Summary The Site Contract Administrator will functionally report to the Contracts Manager and daily to the CP2 Construction Manager. The role provides sound commercial judgment of the CP2 contract in accordance with contract requirements, with oversight of project delivery, regulatory and stakeholder compliance, procurement, risk management, and construction expertise across all project phases.

Major Responsibilities

Implements the division of responsibilities matrix recording contract management tasks and standard work processes and procedures.

Administers contract maintaining continual review of progress and informs management of projected financial or technical difficulties.

Coordinates with designated staff on operational activities affecting contractual rights and obligations, contract performance, and other major matters.

Administers moderately complex contract changes by negotiating with contractor and customer personnel and obtaining settlement.

Represents customer in contractual discussions of moderate complexity.

Administers information programs to ensure mutual understanding of contract terms and conditions.

Supports preparation of periodic status reports for management.

Qualifications and Experience

Education: Bachelor’s degree in business, Supply Chain Management, Engineering, or related field. Alternatively, 10+ years of relevant experience in lieu of a degree (Level One) or 19+ years (Level Two).

Experience: Relevant contract administration experience as outlined above; specialized pricing, contract law, negotiations, and accounting experience may be considered for grade level.

Knowledge and Skills: Working knowledge of engineering/construction contracting practices, strong oral and written communication, proficiency with MS Office (Word, Excel, PowerPoint, Outlook), and ability to work with internal/external stakeholders including senior managers and government agencies.

Other requirements: Ability to work under moderate supervision; familiarity with confidentiality protocols; may require pre-employment drug screen, background check, and energy badge access where applicable.

Additional Details

Location: San Jose, California

Salary Range: $105,060 – $182,670 annually (determined by function, education, experience, and qualifications).

Note: A 10% salary uplift is provided for positions worked in San Jose, CA and San Francisco, CA per market conditions.
