Twin Hills Union School District, located in West Sonoma County, serves about 1,000 students across four schools, including three thriving charter schools. As both a traditional district and a charter authorizer, Twin Hills provides a unique opportunity to lead business operations across a diverse and vibrant portfolio of schools. We are seeking a Chief Business Official (CBO), formally designated by the Board of Trustees as senior management of the classified service. The CBO serves as the District’s fiscal advisor to the Superintendent and holds a unique leadership role with executive-level responsibility for all business services. Current initiatives include preparing for facilities and modernization projects, with preliminary planning efforts underway to ensure our campuses are ready to continue supporting high-quality teaching and learning. Bachelor’s degree in accounting, finance, business administration, or a related field (preferred); equivalent experience may be considered. Minimum five (5) years of progressively responsible experience in school business operations, including supervision of multiple departments. Experience with charter school fiscal operations, audit preparation, and fund accounting. CASBO or FCMAT CBO Certification preferred. Knowledge & Skills

Strong knowledge of California public school finance, LCFF, LCAP, SACS, attendance accounting, and Ed Code. Experience with charter school fiscal operations, compliance monitoring, Memoranda of Understanding (MOUs), and audit/reporting requirements. Familiarity with audit preparation, developer fees, and bond fund compliance. Proficiency in financial software systems (e.g., ESCAPE or equivalent). Effective communicator with strong presentation skills. Bilingual (English/Spanish) desirable. Professional Attributes

Develop and manage the district’s annual budget, multiyear projections, and interim financial reports. Ensure compliance with federal, state, and local financial regulations and reporting standards (GAAP, SACS, Ed Code). Oversee payroll, accounts payable/receivable, purchasing, and position control systems. Lead and support collaborative fiscal planning efforts across multiple LCAPs due to authorized charter schools. Supervise business office staff, custodial, and nutrition services personnel to ensure efficient service delivery. Monitor charter school budgets, audits, and financial reporting; ensure alignment with MOUs and Ed Code requirements. Maintain current oversight documentation for all authorized charter schools. Ensure accurate and timely P1, P2, and Annual Attendance reports in collaboration with site administrators. Coordinate bond and developer fee program budgeting, compliance, and reporting. Oversee district leases, facility use agreements, maintenance, and construction-related projects. Maintain workplace safety protocols in line with OSHA and applicable regulations. Manage facility leases, maintenance and operations, and assist in construction project oversight. Monitor charter school financial operations, reporting, and shared services agreements. Serve as a key advisor to the Superintendent and Board on fiscal policy and labor negotiations. Serve on District negotiating team; responsible for developing district proposals for compensation and benefits. Represent the District in external partnerships (e.g., County Office, RESIG, auditors, legal counsel). Prepare and lead the annual audit process(es) and ensure timely corrective actions. Present financial reports and updates to the Board, staff, and community stakeholders.
