EC/TCTO Developer A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify. The EC/TCTO Developer plays a crucial role in ensuring the effective implementation of engineering changes (ECs) and Time Compliance Technical Orders (TCTOs) and Draftsman Services for the U.S. Coast Guard’s Command, Control, Communications, Computer, and Intelligence Service Center (C5ISC). They are responsible for managing the configuration and documentation processes, ensuring compliance with regulatory standards and internal policies. The EC/TCTO Developer collaborates closely with cross-functional teams, including engineering, manufacturing, and quality assurance, to facilitate seamless integration of ECs and TCTOs. They are proficient in utilizing specialized software tools and systems to track changes, maintain accurate technical documentation, and ensure smooth coordination of change control processes. The EC/TCTO Developer's attention to detail, analytical skills, and strong communication abilities are vital in managing the complex lifecycle of ECs and TCTOs, driving efficiency and continuous improvement within the organization. Estimated Starting Salary Range for EC/TCTO Developer: $80k - $85k Pay commensurate with experience. Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice. EC/TCTO Developer Responsibilities Include

Follows the Coast Guard Surface Forces Logistics Center (SFLC) EC/TCTO procedures and provisioning process to develop all required documents for the recommended changes as directed by the COR. Uses the Coast Guard Standard Workstation III or contractor computer to receive, process and track field generated Engineering Change Requests/Proposals (ECRs) and CG-22’s on the SFLC shard hard drives or its web-based successor as directed by the COR. Creates and maintains project case files for ECRs, CG-22s, ECs and resulting TCTOs as directed by the COR. This includes obtaining CG-22 and EC tracking numbers, developing packages for submittal to Feasibility Boards and Configuration Control Boards, developing resource estimates and financial plans, developing PPT scores for prioritization, updating status, and attaching relevant files and emails to the project. Prepares ECs/TCTOs and associated documentation for review and comment as directed by the COR. Assists with planning, attending, and actively participating in EC/TCTO Development Team (ECDT) meetings as assigned by the COR. Creates provisioning case files and its web-based successor as directed by the COR for new items of supply to support ECs. Assists developing and managing Plan of Action and Milestones (POAM) as directed by the COR. Coordinates development team and other technical and logistical meetings as required in the normal course of EC/TCTO and logistics support development as directed by the COR. Gathers data from Cutters, other Product Branches, SFLC Engineering Services Division and other Coast Guard units as directed by the COR in the development of ECs requirements for various platforms. Gathers provisioning and other technical data for assigned equipment as directed by the COR from Vendors. Assists in organizing and attending platform team meetings as directed by the COR. Completes other administrative support tasks in the support of EC/TCTO development as assigned by the COR. Performs other job-related duties as assigned. Experience, Education, Skills, Abilities

Minimum two-year experience providing United States Coast Guard (USCG) entities with ELEX EC/TCTO Development for Coast Guard (CG) Assets. Experience with the development of Field Changes, Engineering Changes and TCTOs. Technical experience in the operation, repair and support of Electronic Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR). Electronics (ELEX), and Ordnance (ORD) systems equipment. Ability to obtain Common Access Card (CAC). Knowledge of the CG SFLC EC/TCTO procedures and provisioning process. Proficient in the use of Naval Electronic Supply Support System (NESSS), Fleet Logistic System (FLS) and CGMS as they apply to TCTOs/ECs. Good writing skills, utilizing the applicable documentation resources. Knowledge using Microsoft PowerPoint, Word and Excel. Must have a valid Secret clearance. Proficient in the use of Coast Guard Standard Workstation III. Ability to pass a federal background check and drug screen. Must pass pre-employment qualifications of Cherokee Federal.
