Goldman Edwards . We are seeking a motivated and detail-oriented Proposal Manager with approximately 7 years of experience managing federal government proposals. The ideal candidate will have a strong grasp of the Shipley proposal development methodology and demonstrated ability to manage all phases of the proposal lifecycle—from RFP analysis through submission. This individual will collaborate with subject matter experts (SMEs), subcontractors, and internal teams to develop compliant, compelling, and winning proposals that reflect a unified voice. Key Responsibilities

Proposal Leadership: Lead proposal development efforts for federal government opportunities, ensuring compliance with RFP requirements, deadlines, and internal review processes. RFP Analysis & Template Development: Analyze solicitation documents, build proposal outlines/templates, and develop compliance matrices to ensure all requirements are addressed. Collaboration with SMEs: Work closely with technical and functional SMEs to translate complex content into clear, persuasive proposal narrative aligned with win strategies. Win Theme Development: Partner with capture managers and business development teams to create and integrate win themes, discriminators, and value propositions throughout the proposal. Subcontractor Management: Coordinate with teaming partners and subcontractors on data calls, resumes, past performance, pricing inputs, and other required sections. One Voice Integration: Ensure all proposal volumes and sections reflect a consistent tone, messaging, and branding ("one voice") across contributors. Review & Quality Control: Manage proposal color team reviews (Pink/Red/Gold), integrate feedback, and maintain compliance with Shipley best practices. Project Management: Develop proposal schedules, enforce deadlines, and ensure effective version control and document management. Communication & Reporting: Provide clear direction to proposal teams, track progress, and deliver status updates to leadership. Qualifications

Experience: Minimum of 7 years of experience managing federal government proposals, including leading major submissions as the primary proposal manager. Methodology: Strong knowledge of the Shipley proposal development process (or equivalent industry-standard methodology). Technical Skills: Proficiency with MS Office Suite (Word, Excel, PowerPoint), SharePoint, and proposal management/collaboration tools. Teamwork: Demonstrated ability to work effectively with cross-functional teams, capture managers, SMEs, subcontractors, and executive leadership. Communication: Exceptional written, oral, and interpersonal communication skills, with the ability to distill complex content into persuasive narratives. Organizational Skills: Strong planning, time management, and organizational abilities, with attention to detail and quality. Knowledge Base: Familiarity with federal acquisition regulations (FAR), government procurement processes, and competitive proposal best practices. Company Description
