Fiscal Analyst 3 - Permanent & OneWA Project (Non-Permanent) Two Fiscal Analyst 3 positions available: a permanent role and a project role. The project role is funded through June 2026 with potential extension through June 2027. Applicants may indicate interest in one or both roles.

Overview Join a talented team dedicated to accurate financial operations supporting Washington's public employees. This senior-level fiscal role supports the agency through a statewide accounting system transition and promotes work-life balance.

Responsibilities

Permanent Role – Distributions Balancing & Tax Reporting: oversee retirement systems' disbursements and annual tax reporting; ensure monthly benefit payments integrity; support IRS compliance; train and oversee distribution-related processes; ensure accurate retirement benefits for thousands of Washingtonians.

Review and analyze accounting data to ensure accuracy of over $500 million in monthly pension disbursements.

Reconcile control totals, investigate discrepancies, monitor corrective actions.

Review, verify, and reconcile IRS deposits and refunds across multiple retirement systems.

Draft and reconcile annual IRS 1099-R and 1042-S tax reports.

Support and train fiscal staff on payment corrections, reissues, and other distribution-related processes.

Collaborate with internal teams, the record keeper, and financial partners to resolve issues and maintain accurate reporting.

OneWA Project Position

Support agency readiness for statewide OneWA accounting system transition; backfill critical fiscal functions; ensure accurate, timely, and compliant operations during system change.

Analyze daily and monthly reports of contributions, rollovers, distributions, and payments to identify/correct discrepancies.

Coordinate and validate daily fund transfers with the Office of the State Treasurer; prepare daily deposits; monitor cash flow.

Perform reconciliations and journal entries in the Agency Financial Reporting System (AFRS) and support ERA reporting.

Research and resolve accounting anomalies (contribution rejects, disbursement reversals, lost earnings).

Document procedures and suggest improvements to support fiscal operations.

Qualifications Required Qualifications (for both roles):

4+ years of experience analyzing, processing, reconciling, and balancing transactions and accounting records; associate degree or higher in accounting or related field (including 18 quarter hours or 12 semester hours in accounting) may substitute for up to two years of experience.

Experience can be gained through various combinations of professional employment and volunteer/personal experience.

Intermediate proficiency with Microsoft Outlook and Excel;

The following experience is not required but will set you apart:

Experience with the Agency Financial Reporting System (AFRS).

For the FA3 Permanent role; experience in tax preparation.

Telework Note Note: After successful completion of the review period and demonstration of ability to work independently, you may be eligible to telework up to two days per week, at the Appointing Authority's discretion with a telework agreement. Live within 50 miles of the DRS building in Tumwater, WA and be available for mandatory meetings/trainings as needed.
