Request for Proposal (RFP) - Training and Facilitation Expert Consultant. Location: Remote. Global Fishing Watch (GFW) is seeking a qualified training development and facilitation expert to design and develop a comprehensive Train the Trainer (T3) course. The internal staff spans 5 regional teams, and the T3 will build facilitation skills and subject matter expertise among an internal cohort of super-trainers who will support other team members and identify training opportunities with external partners. About Global Fishing Watch

Global Fishing Watch is an international, non-profit organization advancing ocean governance through transparency. We share knowledge about human activity at sea to enable fair and sustainable use of our ocean. We develop map visualizations, data, and analysis tools to support scientific research and policy development, with a focus on fighting IUU fishing and improving marine conservation. Responsibilities

Design and develop a comprehensive T3 course (4‑day workshop) with teaching notes, timing guides, and facilitation tips. Create a T3 package focused 50% on technical content (content provided by GFW) and 50% on training facilitation and processes. Develop a super-trainer cohort capable of mastering at least two modules and delivering training in new contexts. Coach internal staff (5) in the capacity development team to facilitate T3 delivery (in person or online). Produce deliverables including a super-trainer guide, T3 guide, professional slide deck with speaker notes, assessment tools, and a resource library with checklists and guidance for culturally responsive, locally relevant delivery. Provide practical and applied training activities, including micro-teaching sessions and coaching guides with feedback frameworks. Develop materials suitable for live in-person or virtual delivery and ensure alignment with adult learning principles and brand guidelines. Propose actions to update and improve internal wiki for easy access to materials. Deliverables

Content areas enabling supertrainers to demonstrate mastery of at least two modules and contextualize content for diverse audiences. Consultant Qualifications

Minimum 15 years in training design and development. Minimum 5 years in developing and delivering Train the Trainer programs. Proven ability to build internal capacity within organizations. Expertise in adult learning principles; change management experience in implementing new systems. Expertise Required

Exceptional facilitation, presentation, and coaching skills. Strong organizational and problem-solving abilities. Collaborative, cross-cultural working style; excellent written and verbal communication. Scope and Timeline

Proposal with descriptive plan and budget (Word or PDF). Budget in spreadsheet form. A CV and cover letter evidencing qualifications. List of all team members and CVs if more than one consultant. Narrative proposal outlining how deliverables will be fulfilled and proposed content areas. Budget breakdown detailing costs, number of working days, day rate, deliverables schedule with check-ins, and milestone-based payment schedule. Evaluation Criteria
