Request for Proposal (RFP) - Consultant: Implementation Manual for Core Country Engagement
This RFP is open for submissions until August 29th.
Background: Global Fishing Watch is an international nonprofit organisation committed to advancing ocean sustainability and stewardship through increasing transparency. We do this by offering, for free, data and near real-time tracking of global commercial fishing activity, supporting new science and research, and boosting global cooperation on ocean transparency. A key component of our 2030 strategy is targeted collaboration with a set of 30 countries to adopt transparency as a principle and share their ocean data more widely. This increased transparency and our technology enable these countries to address threats to the ocean, implement specific actions and policy shifts, and become international advocates for transparency. Purpose and Objectives:
GFW is seeking a consultant to create a module / manual to guide the successful implementation of the preparatory and engagement phases of the cohorts of countries. The consultant will lead in the gathering, analysing various available materials, tools, reports, outputs and cases in its first cohort of core countries; articulate clearly GFW's Core Country Engagement Framework; develop a GFW Core Country Engagement implementation manual/ guidance document. Scope of Work:
Consolidate and review various materials, tools, outputs, reports and various cases within GFW's engagements with its first cohort of core countries. Facilitate and conduct one to two design sessions and consultation meetings with GFW's working group to determine and articulate GFW's overall framework for core country engagement and regional engagements. Develop an implementation manual/ guidance document for GFW's Core Country Engagement outlining the process and steps in the Preparatory and Engagement Phase. Roles and Responsibilities:
The consultant will be responsible for delivering the scope of work that satisfies the descriptions set above. GFW will provide the consultant with the relevant documents and time from the working group to ensure the development of the Implementation Manual/ Guidance Document for the GFW Core Country Engagement informs and contributes to the fulfillment of GFW objectives and goals. Quality Assurance:
The consultant will be responsible for ensuring that the process utilized is rigorous and the outputs produced are reliable, credible and fit for purpose. Written products are to be to a high standard, using clear prose. Timeline and Budget:
The consultant will be responsible for developing a detailed timeline and budget breakdown that clearly identifies the resources required and expected outputs for each activity. The budget for this consultancy is up to USD 30,000 to be paid in milestone-based installments.
