Jacobs is seeking a highly experienced and motivated

CBTC Program Manager

to lead the successful delivery of a major Communications-Based Train Control (CBTC) program for a prominent transit agency. This is a brownfield implementation, requiring deep expertise in integrating advanced technology into an existing, operational transit system. As Program Manager, you’ll oversee the full lifecycle of the CBTC program from strategy and specification development through contractor selection, design, testing, commissioning, and revenue service cutover. You’ll be the central point of contact for the client, building strong relationships across operations, maintenance, engineering, and executive leadership. What You’ll Do

Lead a multidisciplinary team of engineers, technical specialists, schedulers, and support staff Develop and maintain a comprehensive program management plan (scope, schedule, budget, risk, communications, and quality) Oversee technical documentation, including specifications, design reviews, test procedures, and commissioning plans Manage multiple contractors and vendors to ensure alignment with program goals and quality standards Identify and mitigate risks, implement contingency plans, and manage change control Monitor progress against baseline schedule and budget, and prepare regular status reports Facilitate communication among stakeholders, including clients, contractors, regulatory agencies, and internal teams Ensure compliance with safety, security, and regulatory requirements throughout the program lifecycle Lead testing and commissioning to ensure system performance and safety standards are met Support operational readiness, training, and post-cutover activities Promote a culture of safety, quality, and collaboration across all phases of the program Qualifications

Bachelor’s degree in Engineering (Electrical, Systems, or related field preferred) or a technical discipline 15+ years of progressive experience in project/program management within the railway or transportation industry 10+ years of direct experience with CBTC systems, including brownfield implementations in active transit environments Proven success managing complex, multi-disciplinary projects on time and within budget Strong understanding of transit operations, maintenance, and safety-critical systems Experience managing large contracts and coordinating multiple vendors Exceptional leadership, communication, negotiation, and stakeholder engagement skills Proficiency in project management tools and software Familiarity with industry standards and regulatory frameworks PMP certification or equivalent (preferred) Compensation and Benefits

The base pay range is $167,500.00/yr - $293,100.00/yr. Within the range, individual pay is determined by location and factors such as skills, experience, and education.
