Our client is seeking a

Program Manager / Scrum Master

to lead the modernization of their client\'s Client Management System. The ideal candidate will have a proven track record in managing

complex application development and modernization projects , with expertise in

Agile methodologies, stakeholder engagement, and project planning . This role requires balancing

strategic oversight

with

hands-on Scrum leadership , ensuring successful delivery of phased modernization in a mission-critical environment. Key Responsibilities

Lead and manage all phases of the

Client Management System Modernization , from planning through phased implementation. Serve as

Scrum Master

to facilitate Agile ceremonies (daily standups, sprint planning, reviews, retrospectives) and remove team impediments. Coordinate across multiple development teams to ensure effective integration of architecture, data governance, system security, and infrastructure components. Develop and maintain project plans, timelines, and reporting deliverables for stakeholders and agency leadership. Ensure seamless bridge development and backwards compatibility during modernization phases. Manage stakeholder communications, aligning technical efforts with their client\'s mission and operational requirements. Monitor risks, issues, and dependencies, implementing mitigation strategies proactively. Foster a culture of continuous improvement, Agile best practices, and team accountability. Bachelor’s degree in Business Administration, Computer Science, Engineering, or related field (from an accredited institution). 5+ years of verifiable experience leading and managing application development or modernization projects of similar scope and complexity. Proven expertise in Agile/Scrum project management and ability to facilitate Agile ceremonies. Strong experience with stakeholder management and effective communication across business and technical teams. Demonstrated ability to manage phased modernization projects while maintaining legacy system operations. PMP, CSM, SAFe, or similar project management/Agile certifications. Familiarity with Microsoft Azure environments and federal system modernization projects. Benefits
