General Summary:

Responsible for providing leadership to the Clinical Department and continuing improvement of the healthcare services provided to our clients. Supervises all Clinical Department subordinate employees and works under the direction of the Chief Executive Officer. The ideal candidate will have to perform some of the following essential duties.

Responsibilities

Direct responsibility for all clinical provider staff at SCFHC, to include recruitment, orientation, development, clinical supervision, evaluation, and quality oversight.

Plans and monitors the quality of clinic activities and medical services provided to all clients, in addition to reviewing and approving all protocols in the department within the clinic budget.

Administers, formulates, develops, and executes all health care plans and programs according to federal, state, and local health agencies.

Assist the appropriate staff to ensure the efficient and effective function of clinical operations in the health center. Activities under clinical operations will include, but are not limited to: patient scheduling, staffing patterns of non-physician and physician personnel, space management, technical support (telephone, computers, etc.).

Serves as the main liaison and administrator for all FTCA activities such as annual deeming application, implement appropriate policies and procedures to reduce risk of malpractice and lawsuits.

Responsible to review, process and manage any service-of-process/summons that SCFHC receives relating to any alleged claim or complaint and promptly send to the HHS Office of the General Counsel, General Law Division, per the process prescribed by HHS and as further described in the FTCA Health Center Policy Manual.

Works with Compliance & Risk Management Director in reviewing malpractice claims, verified professional credentials, references, claims history, fitness, professional review and license status of SCFHC physicians and other licensed or certified health care practitioners.

Initiates clinics to provide treatment for and information on venereal disease, immunization, tuberculosis, well-child care, and maternal, infant care and other health care concerns while maintaining a referral utilization review committee.

Provides leadership, coaching, mentoring and sets professional clinical standards of performance for medical staff while conducting timely employee performance review evaluations yearly to be compliant with federal, state and local governments.

Serves as attending physician in all types of public-health clinical activities in the prevention and control of chronic disease, as well as activities concerning maternal health, children's health problems, nutrition, and family planning.

Where indicated, obtain complete medical history and physical data on patients; establishes diagnosis and reviews patient’s records.

Performs clinical services to patients who are present with illness or disease.

Orders appropriate laboratory and diagnostic procedures.

Provides or directly oversees services and procedures appropriate in the outpatient setting.

Adheres to established clinical protocols and procedures.

Maintains adequate and legible patient medical records in the established chart.

Supervises or participates in patient emergencies as required.

Fulfills HRSA and health center productivity standards.

Follows established health center procedures for patient billing and reimbursement.

Reports any discrepancies, irregularities, and/or violations involving clinical care, administrative procedure, billing issues or other SCFHC protocols to the appropriate personnel.

Reviews and renders determination on all patient complaints/grievances regarding clinical care.

Maintains professional competence by completing appropriate specialty requirements of CME.

Oversees Preventive Health Guideline development.

Collaborates with Grant Department to seek and write grants related to the clinic department.

Complies with mandatory meetings, health evaluations, certifications and other credentialing requirements.

Qualifications Licensure and Certifications

Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) degree

Board certification in a medical specialty – Family / General Practice

Advanced degree in healthcare administration or a related field (e.g., MBA, MPH), M.D.

Current California State Medical License

Current D.E.A. Certificate

Board Certified in Internal Medicine or related field

Current Cardiopulmonary Resuscitation Certificate (CPR)

ACLS or Advanced Life Support

Certified by an appropriate American medical specialty board (preventive medicine, family practice, pediatrics, or internal medicine) or Master of Public Health degree from an approved school of public health preferred

Valid California License

Experience

Must have minimum 5 years prior FQHC, managed care, and administrative experience in community clinic

Must have minimum 2 years prior experience in supervision of medical residents and other clinical staff; and

Must have minimum 2 years prior experience in clinic administration preferred

Qualifications & Skills

Thorough knowledge of principles and practices of modern medicine related to public health services and non-profit health services; structure and functions overbuild health organizations; and current social and economic problems pertaining to public health

Excellent knowledge of state and federal laws pertaining to public health

Ability to lead, mentor, plan, supervise, and execute a local health program and oversee staff

Establish and maintain effective working relationships

Excellent written, oral, and customer service skills

Ultrasound and/or Sigmoid machine (optional)

Bilingual English/Spanish preferred

Extensive clinical experience and leadership in a healthcare setting

Strong understanding of healthcare regulations and compliance

Experience in strategic planning and implementing organizational policies

Proven ability to collaborate with multidisciplinary teams

Excellent communication and interpersonal skills

Track record of successful project management

Innovative mindset with a focus on continuous improvement

Experience with electronic medical records (EMR) systems

Active and unrestricted medical license in the state of practice, with board certification in a relevant medical specialty.

Proven track record of successful leadership and management in a complex healthcare environment.

Excellent knowledge of healthcare regulations, quality standards, and best practices.

Strong strategic thinking and problem-solving abilities to drive innovation and process improvement.

Outstanding communication and interpersonal skills to collaborate effectively with diverse stakeholders.

Ability to make critical decisions under pressure, maintaining composure and sound judgement.

Experience in healthcare administration, risk management, and performance improvement is highly desirable
