Overview
Residential program for adults who are state inmates classified to a work release/substance abuse program. Staff are accountable to carry out assigned duties relating to the treatment and security of the residence, following established protocols and procedures approved by NJAC and the NJ Department of Corrections.
Essential Duties and Responsibilities
Plan and provide overall direction and coordination of drug dependency treatment programs for clients assigned to the New Jersey Association on Corrections at Millicent Fenwick House.
Lead the development, implementation, and continuous evaluation of the re-entry program. Ensure the program’s objectives align with organizational goals and effectively support individuals reintegrating into society.
Participate in daily shift-change meetings, monthly staff meetings, weekly house meetings, weekly treatment team meetings, and semiannual training and executive staff meetings as scheduled.
Develop new initiatives to support the strategic direction of the program and organization.
Ensure program activities operate within the organization’s policies and procedures and those of our funder; comply with relevant professional and accreditation standards and licensure (ACA, PREA, DHMAS Licensure).
Meet all internal and external standards and policies; develop forms and records to document program activities.
In consultation with the Program Supervisor, recruit, interview, and select qualified program treatment staff; implement HR policies and practices; review payroll records and staff performance; engage volunteers/interns; ensure staff receive appropriate onboarding.
Report to the Program Supervisor; serve as the designee when the Supervisor is unavailable; ensure staff receive appropriate training; act as the Facility PREA Compliance Manager; supervise program case management staff; ensure services are provided per assessed need and organizational policies.
Ensure development and implementation of comprehensive assessments and treatment plans, individual and group counseling, crisis intervention, community outings with accountability, monthly behavioral evaluations, interventions, lectures and didactic presentations, community meetings, multidisciplinary case conferences, treatment plan reviews, aftercare plans, and required documentation.
Coordinate service delivery across treatment and operations to increase effectiveness and efficiency.
Develop and maintain partnerships with local government agencies, non-profit organizations, legal entities, and community service providers; identify and report program activities and risks; write reports for management and funders.
Service
With case managers and support specialists, ensure each client is properly served and treatment is rendered in accordance with industry standards.
Provide clinical supervision to clinical staff, including counselors, case managers, and peer support specialists; ensure compliance with LCADC guidelines and standards of care.
Oversee counseling services, including group therapy, individual sessions, and case management; perform accountability duties (real-time tracking of staff and clients, safety and security, supervision of staff and visitors, facility perimeter, contraband control, facility searches, urine monitoring, and entry/egress monitoring).
Represent
Write reports on the program for management and funders as required; ensure reporting and supporting documentation for funders as outlined in funding agreements.
Build and maintain partnerships with local agencies and providers to support comprehensive re-entry services.
Identify, evaluate, and report program activities to the Program Supervisor and take appropriate action to control risks.
Other duties as assigned.

Experience
At least two (2) years in a supervisory capacity in addiction services. Supervision responsibilities include Vocational Case Managers, Case Managers, SUD Counselors, Interns, and others; demonstrate effective supervisory skills.
Education
A NJ licensed psychologist with at least five years of experience in addiction services, with certification in the Treatment of Alcohol and other Psychoactive Substance Use Disorders, or a Certified Clinical Supervisor by the Addictions Professionals Certification Board of NJ; or
A NJ licensed clinical social worker with at least five years of experience in addiction services, who is a certified clinical supervisor by the Addictions Professionals Certification Board of NJ; or
A NJ licensed professional counselor or licensed marriage and family therapist with at least five years of experience in addiction services, who is a certified clinical supervisor by the Addictions Professionals Certification Board of NJ; or
A NJ LCADC with at least five years of experience in addiction services, with a Master’s degree recognized by the NJ Board of Marriage and Family Therapy Examiners, Alcohol and Drug Counselor Committee, Division of Community Affairs, New Jersey Department of Law and Public Safety; or
A NJ licensed physician certified by the American Board of Addiction Medicine or a Board-certified psychiatrist; or
A NJ licensed Advanced Practice Nurse with at least five years of experience in addiction services, who is a clinical supervisor certified by the Addictions Professionals Certification Board of NJ; or
Have a doctoral degree in human services, mental health, or social work.
Clearances
Successfully pass Criminal, Education, Substance Use Testing and Driver Background checks conducted by the Organization and Funder.
Maintain background free of infractions which may result in termination of employment.
Have access to an insured, registered vehicle; possess a valid Driver’s License.
Knowledge, Skills and Abilities
Knowledge of treatment program management; knowledge of client groups and issues related to the program area.
Working knowledge of social learning theory, cognitive-behavioral interventions, assessment, and evaluation; competencies in training, group interaction, and mentoring.
Ability to work with individuals with addictive personalities; understanding of human behavior; use of group dynamics to address special needs populations.
Proficiency in Computers
Word processing, simple accounting, databases, spreadsheets, e-mail, internet, and client tracking software.
Personal Characteristics
Ethical behavior; build relationships; communicate effectively; creativity/innovation; focus on client needs; foster teamwork; lead; make decisions; organize; plan; solve problems.
Working Conditions
Typically an office and residential program environment; may require evenings and weekends; on-call for emergencies (rotation with case managers).

Salary range: 82,000 – 88,000.
