Overview
The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days a year, supporting more than 4,900 applications for 53 New York State Agencies. Duties
Provide senior technical leadership within the software development project lifecycle, designing, describing, and maintaining solution engineering concerning specific business problems. Design software solutions in collaboration with stakeholders to align project outcomes with business requirements. Propose detailed building blocks that provide effective fixes and serve as a bridge between enterprise architects and technical architects. Create and lead the process of integrating IT systems to meet agency requirements. Conduct system architecture evaluation and collaborate with project management and IT development teams to improve the architecture. Evaluate project constraints to identify alternatives, alleviate risks, and perform re-engineering if required. Update stakeholders regarding issues concerning the architecture and fix technical issues as they arise. Analyze the business impact of technical choices on agency business processes. Oversee and guide development teams. Continuously research emerging technologies and propose changes to the existing architecture. Minimum Qualifications
Six (6) years of broad information technology (IT) experience, including software engineering, IT solution project management, IT solution architecture, network administration, or related IT solution work in large-scale environments. Four (4) years of specialized experience in information technology solution architecture, design, software development, or project management. Education/Experience Substitutions
Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general IT experience; candidates in a bachelor’s degree program with at least 15 credit hours in computer science or related field can substitute for one year of general IT experience. Bachelor’s degree in any field with 15 credit hours in computer science or related field substitutes for three years of IT experience; a bachelor’s degree substitutes for two years of general IT experience. Master’s degree or higher in computer science or related field substitutes for one year of general IT experience. Preferred Qualifications
Industry certifications such as CISSP, Professional Cloud Solutions Architect, SCRUM Master, TOGAF, and related architecture certifications. Knowledge of all phases of the software development life cycle and solution delivery for web, client-server, and cloud-based systems. Strong software engineering principles and best practices. Project management and leadership skills; experience in IT and cloud infrastructure. Understanding of IT system security measures and regulatory requirements relevant to IT solution design. Strong communication skills to facilitate collaboration between agency stakeholders and IT staff. Ability to multitask, prioritize workload, and troubleshoot complex IT systems issues. Please Note
