– NYS Office of Information Technology Services Base pay range: $96,336.00/yr - $121,413.00/yr Overview
The New York State Office of Information Technology Services (ITS) provides operational support 24/7 for more than 4,900 applications across 53 NYS Agencies. ITS seeks an Information Technology Architect 1 (Data) to provide senior strategic and technical leadership within the enterprise data architecture project lifecycle, model and design end-to-end enterprise database solutions, collaborate with stakeholders to align outcomes with business requirements, establish data management principles and standards, and develop integration standards and strategies within enterprise data management software development. Responsibilities
Design, develop, and maintain conceptual, logical, and physical data models using data modeling techniques (Entity-Relationship, Object-Relational, Dimensional). Design and manage centralized data architecture solutions including data warehouses, data lakes, and data marts. Evaluate, identify and develop enterprise data management software solutions. Lead enterprise data management software development projects. Document and record aspects of an application or software; plan, track and schedule data management deliverables. Locate and direct solutions for critical challenges involving software and hardware interfaces. Identify problems within enterprise data management software systems and resolve issues. Collaborate with NYS agency teams to devise and implement enterprise data strategies, build models, and assess stakeholder needs and goals. Contribute to the establishment and maintenance of the NYS Enterprise Data Governance Policy, including: data management goals, procedures, business expectations, metrics, and best practices for data quality, privacy, and security; roles and responsibilities across data lifecycle management. Develop good working relationships with other employees. Qualifications
Six (6) years of broad IT experience with strong knowledge of software engineering, data engineering, database administration or related data specialty in large-scale organizations. Four (4) years of specialized experience in data management solution architecture, database design, software development, modeling, or warehousing. Education/Experience Substitutions
Associate’s degree with 15 semester credit hours in computer science or related field substitutes for one year of IT experience. A bachelor’s degree in progress with 15 credits can substitute for one year of IT experience. Bachelor’s degree with 15 credits in computer science or related field substitutes for three years of IT experience; a degree in any field substitutes for two years of IT experience. Master’s degree or higher substitutes for one year of IT experience. Preferred Qualifications
Relevant data management certifications (e.g., Arcitura Big Data Architect, CDMP, CDP, IBM Certified Data Architect – Big Data). Hands-on experience with data modeling tools, data warehouse tools, ETL/ELT tools, SQL/NoSQL databases, Big Data tools, BI tools, and programming languages (SQL, NoSQL, Python, Java, JavaScript, R, Scala, C/C++). Strong understanding of data science concepts, analytics techniques, and tools (e.g., Microsoft Power BI, Tableau). Four (4) years of Tableau experience required. Experience in data modeling and design, database administration and SQL development. Proficiency with modeling tools (Enterprise Architect, Erwin, PowerDesign). Strong metadata management and data lifecycle management knowledge; understanding of security, compliance, and regulatory requirements for data management. Excellent communication skills with the ability to work with stakeholders and technical teams; ability to multitask and manage multiple projects; strong problem-solving and analytical abilities; business-oriented thinking. Appointment to this position and continued employment is contingent upon NY residency within six months of hiring; appointment not final until agency approvals are granted.
