Overview
Position: Transportation Planner III (Senior Project Planner) for the Train Control Upgrade Project (TCUP). Location: 1455 Market Street, 7th Floor, San Francisco, CA 94103. Schedule: Monday - Friday, 8:30 AM - 5:30 PM. Appointment type: Temporary Exempt, Category18 Full Time. The appointment length shall not exceed 36 months. This role supports the TCUP, a SFMTA capital project to replace the Automatic Train Control System with a CBTC system, expand CBTC coverage to surface portions of Muni Metro, and coordinate with multiple stakeholders. Under the general direction of the Train Control Upgrade Deputy Project Manager, the Transportation Planner III plans the procurement, deployment, installation and testing of the future Train Control System, and assists in planning future subway and surface rail operations using the capabilities of the new system. This position reviews project schedules, organizes the project planning documents, prepares grant applications, assists in managing the project budget, meets with project stakeholders, and develops procurement plans, policy and procedures. The Transportation Planner III will assist in developing business requirements for follow-on contracts related to integration services and installation of CBTC equipment, and will coordinate activities of SFMTA staff and contractors. They are responsible for program evaluation and capital planning activities, responding to reporting and evaluation requirements, assisting in grant applications and outcome modeling, research, and report writing. They will assist the project Communications Officer with communications and outreach, scheduling design workshops, and coordinating activities between the project and internal staff. They will represent the project in interdepartmental and interagency coordination efforts, including meetings and presentations to boards or commissions. They will supervise and direct the work of other project planners on staff as the head of the TCUP planning section.
Examples of Important and Essential Duties
Develops and maintains the capital plan for the Train Control Upgrade Project, coordinating with funding agencies and grant administrators to provide funding justification, including cost/benefit analyses and assessments of operational effectiveness. Maintain the project budget and forecast future expenditures based on the project schedule and resources. Collaborate with the Project Communications Officer and other staff on legislative action and board approvals. Coordinate with the SFMTA Finance Department for grants and budget revisions. Develop and review project planning documents (e.g., project management plan, QA plan, safety plan). Interpret the requirements for the new train control system and explain scope to staff, vendors, and project teams. Propose modifications to operational plans, policies, and procedures for future capabilities of the system. Assist in developing training programs and SOPs for rail operations using the train control system. Assist with contract cost estimates, change orders, and calendar items for Board approvals. Support development and review of contract deliverables from the Train Control Supplier; coordinate with internal SMEs for document reviews. Analyze data from the train control system and simulations; provide recommendations for service or operational changes. Coordinate with the Service Planning department to account for capabilities and limitations of the system in future rail service plans. Prepare reports and white papers documenting best practices for train control. Review and manage workload assignments to consultants, junior staff and interns as required. Performs other duties as required. Minimum Qualifications
Master’s Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or related field; AND two (2) years of transportation planning experience; OR Baccalaureate degree from an accredited college or university; AND four (4) years of transportation planning experience, with two (2) years at a professional level focused on analysis, design, and development of transportation systems or services. Substitution: Additional transportation planning experience may substitute for the baccalaureate degree requirement on a year-for-year basis. Desirable Qualifications
Interest in promoting public transportation and learning about transit operations and technologies. Knowledge of infrastructure project and transportation planning principles and techniques. Master’s degree in planning, transportation, engineering, or public administration. Public sector procurement, contract administration or project management experience. Experience with public transportation or in a public transit agency. Experience with large public sector projects, especially transit. Strong analytic skills and problem-solving ability. Excellent written and oral communication; ability to conduct meetings with stakeholders. Ability to work independently and manage multiple assignments. Ability to present complex information clearly in reports and presentations. Proficiency in Microsoft Word, Excel, PowerPoint, and Project; GIS; data visualization and analysis software; scripting languages (Python, SQL, R); Adobe Creative Suite (Illustrator, Photoshop).
