Overview
Train Control Upgrade Project (TCUP) – San Francisco Municipal Transportation Agency (SFMTA). This is a Temporary Exempt, Category 18 Full Time position supporting the TCUP with responsibilities in planning, procurement, deployment, installation, testing of the future Train Control System, and planning for future subway and surface rail operations using the new system. The position reports to the Train Control Upgrade Deputy Project Manager and may supervise other project planners. Position Description
Under the general direction of the Train Control Upgrade Deputy Project Manager, the Transportation Planner III (Senior Project Planner) plans the procurement, deployment, installation and testing of the future Train Control System, and assists in planning future subway and surface rail operations using the capabilities of the new system. This role supports the Project Manager and Deputy Project Manager in reviewing project schedules, organizing project planning documents, preparing grant applications and managing the project budget, meeting with stakeholders, and developing procurement plans, policies and procedures. The TCUP is delivered through contracts with the train control system supplier and other firms. The SFMTA has awarded the system supplier contract to Hitachi Rail and a consulting services contract to WSP-PGH Wong Joint Venture. The Transportation Planner III assists in developing business requirements for follow-on contracts for integration services and CBTC equipment installation, and coordinates activities between SFMTA staff and contractors. The position is responsible for program evaluation and capital planning activities and responds to reporting and evaluation requirements from the Finance Department and funding agencies. It assists in grant applications and in the development of application materials, including modeling project outcomes, research, and reporting. The Transportation Planner III also assists the project Communications Officer with communications and outreach, schedules design workshops, and coordinates activities between the project and internal staff. The role represents the project in interdepartmental and interagency coordination efforts, including meetings and presentations to boards or commissions. The Transportation Planner III heads the TCUP planning section, supervising other project planners on staff. Examples of Important and Essential Duties
Develops and maintains the capital plan for the Train Control Upgrade Project, coordinating with funding agencies and analysts to justify funding, including cost/benefit analyses and operational assessments. Maintains the project budget with the Project Admin Analyst; forecasts expenditures and maintains cashflow based on the project schedule and resources. Collaborates with the Project Communications Officer and Government Affairs on legislative action and board approvals. Coordinates with the SFMTA Finance Department for grants and budget revisions. Develops and reviews project planning documents (project management plan, QA plan, safety plan, etc.). Understands and interprets requirements for the new train control system and communicates scope to staff, vendors, and project teams. Proposes modifications to operational plans, policies and procedures for the future system capabilities. Assists with training programs and SOPs for rail operations using the train control system. Assists with cost estimates and contract terms, change orders, and Board-approval calendars for contracts or modifications. Supports contract deliverables from the Train Control Supplier and coordinates with internal SMEs to review key documents. Performs data analysis from the train control system and simulations; recommends service or operational changes as needed, and shares data with the Transit Performance team. Ensures future rail service plans account for train control system capabilities and limitations. Writes reports and white papers documenting best practices for train control. Reviews and manages workload for consultants, junior staff, and interns; performs other duties as required. Minimum Qualifications
Possession of a Master’s Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or related field; AND two (2) years of transportation planning experience; OR Possession of a baccalaureate degree from an accredited college or university; AND four (4) years of transportation planning experience, with at least two (2) years at a professional level focused on analysis, design, and development of transportation systems or services. Substitution: Additional transportation planning experience beyond the Minimum Qualifications may be substituted for the bachelor’s degree requirement on a year-for-year basis. Desirable Qualifications
A strong interest in promoting public transportation and learning about transit operations and technologies. Knowledge of infrastructure project and/or transportation planning principles and techniques. Master’s degree in planning, transportation, transportation engineering, public administration or related field. Experience in public sector procurement, contract administration or project management. Experience working in public transportation or a public transit agency. Experience in large public sector projects, especially transit or transportation projects. Strong analytical and problem-solving skills; excellent written and oral communication; ability to conduct meetings with stakeholders. Ability to work independently and manage multiple assignments; ability to present complex information clearly in reports and presentations. Proficient in Microsoft Word, Excel, PowerPoint, Project; GIS; data visualization/analysis tools; scripting languages (Python, SQL, R, etc.); and Adobe Creative Suite (Illustrator, Photoshop).
