Overview
Ensuring Every Dollar Drives the City Towards a Brighter Future. Is finance your specialty? Especially reviewing, analyzing, and making budget recommendations? The Department of Transportation Services (DTS), Administrative Services Office is looking for an analytical and detail-oriented professional to ensure all monies are appropriately allocated and properly spent to support the department's goals and objectives. This role involves developing, managing, and leading all activities, operations, processes, and procedures related to the annual operating and capital budgets within the financial system and budget database. Additional responsibilities include overseeing department-wide budget development and approval, capital budgeting, financial forecasting, and revenue stream analysis. Responsibilities
Reviews, analyzes and makes recommendations on departmental CIP and operating budget requests in relation to goals and objectives. Recommends establishment, reduction, elimination or current maintenance of services, programs and activities. Reviews proposed legislation for impact on departmental programs. Attends budget hearings and explains justification for budget recommendations. Evaluates and recommends on supplementary appropriation, expenditure schedules, and fund transfers. Conducts performance evaluation of departments, programs and activities. Reviews and analyzes requests for initiating new programs, new positions, reallocation, new equipment and related budget matters. Confers with departmental officials on budgetary and management directives and policies. Conducts studies on departmental organization structure, functions, manpower utilization, space layout, work procedures and practices. Assists in the implementation of budget and management systems. May conduct general management studies of city-wide impact. May supervise work of lower-level analysts.
Requirements
Education Requirement : Equivalent to graduation from a regionally-accredited four-year college or university with a Bachelor’s degree in political science, public or business administration, economics or a related field. Substitution : Work experience may be substituted for a bachelors degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelors degree. The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
Experience
Experience Requirement : Three (3) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives, one of which shall have been in a governmental agency. Such experience must have demonstrated knowledge of the principles, methods and techniques of budget analysis and management analysis; research techniques and methods; and the ability to gather and analyze operational, statistical and financial data; apply budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing; and maintain effective working relationships.
Substitution : A Masters degree in Business Administration or Public Administration from a regionally-accredited college or university will substitute for six months of the required three years of experience. There is no substitution for the one year of experience in a governmental agency. The substitution must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided.
