The Air District is accepting applications for the position of Senior Human Resources Analyst - Labor & Employee Relations in the Human Resources Division. This is an open recruitment for one (1) full-time, limited-term contract employee position up to three years. This is a Limited Term Contract Employee (LTCE) position funded by grants or other designated funds. LTCE positions are subject to the terms of individual employment contracts and are limited to the duration of the funding source. Regular employees may apply for an LTCE position. LTCE employees are not subject to the terms of the EA MOU and serve at will. Position Definition

Under direction, provides lead direction and performs the more complex human resources program functions in labor relations, recruitment and selection, classification and compensation, benefits, payroll, training and organizational development, workers’ compensation and safety, equal employment opportunities, and related areas as assigned. The Senior HR Analyst leads and collaborates with supervisors, managers, and executives to ensure fair, consistent, and legally compliant practices that strengthen workplace culture and organizational effectiveness. Distinguishing Characteristics

This is the advanced lead level in the human resources analyst series. Incumbents may provide lead direction and perform complex duties. It is distinguished from the Supervising HR Analyst (who supervises staff) and from the HR Analyst (journey level, without lead duties). Responsibilities

Leads grievance handling, workplace investigations, and prepares Air District responses and documentation for mediations, arbitrations, and PERB matters. Works with employees and supervisors/managers to resolve personnel-related issues; identifies additional resources and processes needed for executive resolution as needed; develops recommendations for corrective action. Partners with managers to resolve employee performance or conduct issues, ensuring consistency and fairness. Serves as a resource in collective bargaining by drafting proposals, analyzing data, and representing the Air District in meet-and-confer sessions. Compiles, analyzes, and summarizes salary and benefits data for contract negotiations. Policy & Compliance

Interprets and applies MOUs, Administrative Code, Personnel Policies, and employment laws. Monitors and analyzes proposed labor and employment legislation; recommends policy changes. Other HR Program Leadership

Oversees the performance management program. Participates in recruitment, classification, compensation, and benefits analysis as needed. Develops strategies to address Equal Employment Opportunity concerns/issues; advises management on policy; assists with the development and monitoring of the Air District’s Equal Employment Opportunity program. Assists with the development of the Air District's training curriculum to enhance organizational and employee development; may conduct training related to performance management or employee relations. May provide day-to-day lead direction to other professional, paraprofessional, and clerical staff and review their work on special projects as assigned. Qualifications

A typical path to the knowledge and skill includes: Equivalent to graduation from a four-year college or university with major coursework in human resources, public or business administration, or a closely related field, and four years of professional and analytical human resources experience in employee relations, with at least two of the following: labor relations, classification and compensation, recruitment and selection, employee benefits, payroll, training and organizational development, workers’ compensation and safety, or equal employment opportunities. Experience in a public agency setting is highly desirable. Desirable Qualifications
