The Director of Data Analytics will serve as the State’s senior technical leader for enterprise analytics at the OAG. This role will provide the vision and raise the bar for aiding our workforce through insightful, value-added, analytics as a program and service. This role is responsible for developing and executing a comprehensive analytics strategy that empowers agency leadership, program areas, and staff with timely, reliable, and actionable insights. This leader will drive the design, implementation, and adoption of modern analytics platforms, self-service reporting, and data-driven decision-making practices across the organization. The Director will partner closely with critical enterprise teams, including Data Governance, Data Architecture, Cybersecurity, and Operations, to ensure analytics solutions are secure, compliant, and aligned with the agency’s mission of protecting Texans. The successful candidate will be both a visionary strategist and a hands-on technical expert, with deep experience leading state-level data programs, modernizing analytics capabilities, and delivering measurable value in a highly regulated, data-heavy environment. Strategic Leadership & Vision: Develop and execute a multi-year enterprise analytics strategy that aligns with OAG’s mission, legislative priorities, and modernization goals. Champion data-driven decision-making, leveraging advanced analytics, predictive modeling, and AI-assisted insights to improve program outcomes and operational efficiency. Define and track key performance indicators (KPIs) to measure the value and impact of analytics initiatives. Serve as a trusted advisor to executive leadership, division chiefs, and program managers on analytics opportunities, risks, and strategic priorities. Lead and manage a high-performing data analytics team, providing strategic direction, mentorship, and oversight to ensure delivery of impactful insights and solutions. Platform Modernization & Self-Service Enablement: Lead the design, deployment, and adoption of self-service analytics environments (e.g., Tableau, SAS Viya, Power BI) to empower business users and reduce IT dependency and enable intuitive access through semantic and data models. Partner with the Data Architecture team to integrate analytics solutions with Snowflake, SAS Viya, and other enterprise data platforms using best practices for scalability, performance, and security. Oversee the modernization of analytics infrastructure, including streaming/messaging platforms (e.g., Kafka, MQ, RabbitMQ, Elasticsearch) for real-time insights and aggregated data views. Ensure analytics pipelines and reporting solutions are secure, compliant, and aligned with agency-wide data governance, privacy, and cybersecurity requirements. Technical Execution & Enterprise Collaboration: Direct advanced analytics and data engineering teams in implementing ELT pipelines, data models, and analytical APIs to support both operational and strategic needs. Collaborate closely with Data Governance, Data Architecture, Cybersecurity, and others to ensure consistency, compliance, and interoperability across systems. Establish data literacy programs and training to enhance agency-wide adoption of analytics tools and best practices. Represent OAG in legislative sessions, state analytics workgroups, and national forums, advocating for data and analytics innovation. Risk Management: Identify and mitigate potential risks associated with technology programs and projects, ensuring compliance with security and regulatory standards. Assist in the risk management of data across the organization. Proactively address issues and challenges that may impact project timelines or objectives. Performs related work as assigned Maintains relevant knowledge necessary to perform essential job functions Attends work regularly in compliance with agreed-upon work schedule Ensures security and confidentiality of sensitive and/or protected information Complies with all agency policies and procedures, including those pertaining to ethics and integrity Qualifications
Education: Graduation from high school or equivalent. Education: Bachelor’s degree from an accredited college or university; experience in computer science, data science, statistics, information systems, or related field may be substituted for the required education on a year-for-year basis. Experience: Four years of full-time experience in computer science, data science, statistics, information systems, or related field. Experience with progressive leadership in enterprise analytics, data engineering, or data science roles, with at least 5 years in a director-level capacity in state or federal government. Proven track record of delivering enterprise analytics strategies, platforms, and self-service adoption at scale. Experience leading teams and integrating tools for data warehousing, streaming platforms, and visualization tools. Experience leading and managing high-performing software engineering teams focused on enterprise business applications, including growing new engineering leaders. Experience coding and scripting (Python, Java, Scala) and design experience. Experience with modern programming/scripting languages (Python, Java, Scala, SQL) and ELT methodologies. Experience aligning analytics with data governance, privacy, security, and compliance frameworks. Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; understanding of public administration and management principles. Knowledge and experience using agile project management and program management platforms related to technical project management. Excellent oral and written communication, including delivering technical presentations and status reports to executives, program staff, and external stakeholders; strong judgment and decision-making skills. Ability to manage multiple priorities, meet deadlines, and adapt to evolving requirements; collaborate with cross-functional teams to ensure data quality and alignment with agile-at-scale practices. Ability to meet position requirements, including on-site work at OAG locations, business-related travel, occasional extended hours, and lifting up to 10 lbs. Ability to travel (including overnight travel) up to 5%. Director III – All qualifications for Director II, plus: one additional year of full-time experience in related fields. Director IV – All qualifications for Director III, plus: one additional year of full-time experience in related fields. Preferred Qualifications: Experience with Texas Child Support Enforcement System (TXCSES) or other large-scale public sector case management systems. Experience with Texas state data privacy laws, federal regulations (e.g., HIPAA, CJIS), and compliance frameworks. PMP, CDMP, or equivalent credential.
