We currently have an exciting opportunity for a Program Manager in the greater Boston, MA area (Waltham & Tyngsboro) to support our Weapons program team with managing the operational and programmatic aspects of multiple programs focused on the development of General Atomics Radio Frequency (RF), Ground Radar, RF seekers, and Electronic Warfare (EW) capabilities. Duties & Responsibilities
Develop project plan(s) and manage resources to ensure project schedule, budget, quality, and technical specification goals are attained. Manage and monitor project schedule, timelines, and milestones from initiation to delivery. Able to understand and communicate program technical, schedule, and financial risks associated with complex mechanical/electrical systems. Coordinate cross-functional and geographically dispersed teams to assign and prioritize tasks focused on delivering new or upgrading existing products and/or services. Assign and monitor work of project management staff, providing technical support and direction when necessary. Develop and deliver progress reports, requirements documentation, and presentations. Communicate effectively with the Director of Precision Munitions, and EMS upper management to keep them informed on the status of relevant projects. Collaborate across management, strategic development, proposals and project teams to expand potential business opportunities to support organizational goals. Identify and assess project issues, and develop solutions to meet productivity, quality and customer-satisfaction goals and objectives. Proactively forecast business expectations using complex Excel, or equivalent data analysis to support material procurement and business offering strategies. Lead multiple functional groups with minimal management oversight and develop new processes and performance metrics to effectively manage senior management expectations and minimize business risk. Manage programs through all execution phases including basis of estimates, proposals, contract award and negotiations, master schedule, Earned Value EAC/ETC, engineering design, material procurement, production and product delivery to delight customers and achieve business goals. Act as a lead in matrix organization providing direction and guidance to employees working on assigned project. Communicate program expectations to team members and stakeholders in a timely fashion. Maintain the strict confidentiality of sensitive information. Ensure compliance with all applicable laws, regulations and obligations; conduct work in a safe manner according to established operating procedures and practices. Support meetings with U.S. and international customers as required. Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as thirteen or more years of progressively complex program administration experience. May substitute equivalent experience in lieu of education. Background in RF, RADAR, and EW. Detailed working knowledge of Earned Value Management principles and ability to organize large and complex data sets to accurately identify Estimated Time of Completion (ETC) and Estimates at Completion (EAC). Demonstrated ability to understand primary business performance, manufacturing, finance, sales and forecasting principles. Extensive understanding of program management processes and procedures, planning and scheduling methods, and budget management; ability to organize, schedule, and coordinate workloads to meet milestones and budgets. Must possess: (1) the ability to initiate, plan, and manage programs; (2) ability to identify issues, analyze and interpret data and develop solutions to a variety of non-routine matters; (3) strong analytical, communication, documentation, presentation, and interpersonal skills; (4) ability to work independently and lead in a team environment. Must be able to work extended hours and travel within the US and internationally as required. PMP certification is preferred. Active DoD Secret Security Clearance is required with the ability to upgrade to Top Secret.
