Unit Context The ITS Operations Effectiveness unit (ITSEF) delivers operational data and knowledge solutions that equip frontline teams and management with actionable insights to improve decision-making, enhance transparency, and mitigate risk. The unit also supports the capture, curation, and dissemination of institutional knowledge, ensuring that critical information is accessible and leveraged across the organization, while working with the Bank’s verticals. The Technology Manager
role requires an experienced professional with strong stakeholder engagement skills, technical expertise, and a proven ability to lead innovation and digital transformation across globally distributed teams. Duties And Responsibilities The Technology Manager will be an active member of the ITS Management Team, engaging with internal and external stakeholders to advance the unit’s strategic objectives. Responsibilities by Area Business Engagement & Strategic Planning
Develop and implement technology strategies aligned with organizational business priorities. Lead strategic planning for the Operations Products portfolio, ensuring integration with broader ITS institutional and technology strategy priorities. Participate in ITS senior leadership meetings and strategic reviews to drive organization-wide outcomes. Provide advisory services and be a thought leader in the practice domain. Interface with senior business leaders/management to provide project updates, manage expectations, and resolve critical issues/concerns. Ensure the unit’s work program is aligned with the department’s vision and strategic objectives. Manage the unit’s budget and ensure compliance with financial policies.
First Year Accountabilities
Develop roadmaps, as well as process and workflow transformation frameworks, for Knowledge for Operations, Tools for Task Teams, and Operations Analytics product lines. Expand and refine knowledge products that address the evolving needs of the Bank’s vertical sectors, ensuring these tools support sector-specific challenges and priorities. Develop AI for Operations program including leveraging AI agents across key domains, with a particular emphasis on enhancing the Risk tools, enriching the WBG Scorecard, and advancing the suite of knowledge products. Successfully deliver the capital program assigned to the unit.
Program Delivery
Provide strategic technology advisory to the Bank’s knowledge agenda and its vertical functions, enabling the adoption of innovative solutions that deliver measurable business value. Apply deep business knowledge of WBG verticals to shape and tailor data and technology solutions that meet the unique operational and strategic needs of each department. Lead the development and adoption of AI-driven knowledge solutions within verticals, accelerating institutional learning and operational effectiveness. Drive enhancements to the WBG Scorecard by integrating AI-powered features that strengthen performance tracking and strategic alignment. Oversee the design and delivery of technology solutions tailored to risk analysis, including the development of AI-powered applications to advance Risk Analytics. Lead the development, implementation, and continuous improvement of data strategies that align with WBG goals and support evidence-based decision-making. Provide technical oversight and leadership to teams developing digital solutions, ensuring alignment with Agile methodologies and organizational priorities. Champion the adoption of Agile ways of working, fostering a culture of collaboration, and innovation.

Demonstrated experience with agile delivery, modern app development practices (low/no code), design thinking, and forward engineering. Minimum Qualifications
A master’s degree in computer science, computer engineering, or other related disciplines, or related field with 10+ years relevant experience, OR Bachelor's degree with 15+ years relevant experience. Post-Graduate coursework in digital technology, information technology, innovation, AI, technical entrepreneurship or related subjects preferred. Demonstrated experience in international development, emerging markets, or social impact sectors. Certified in Agile methodologies is preferred, along with a strong familiarity with Agile practices. Certified in PMP, ITIL, Cloud, AI, or other industry certifications is preferred.

Proven ability to lead and manage multicultural, geographically distributed teams. Experience in developing, mentoring, and succession planning for professional technical staff.
