The ITS Operations Effectiveness unit (ITSEF) delivers operational data and knowledge solutions to improve decision-making, transparency, and risk management, while ensuring access to institutional knowledge across the Bank. The Technology Manager role requires an experienced professional with strong stakeholder engagement skills, technical expertise, and a proven ability to lead innovation and digital transformation across globally distributed teams. Duties and Responsibilities

The Technology Manager will be an active member of the ITS Management Team, engaging with internal and external stakeholders to advance the unit’s strategic objectives. The Manager will be responsible for the following areas: Business Engagement & Strategic Planning

Develop and implement technology strategies aligned with organizational business priorities. Lead strategic planning for the Operations Products portfolio, ensuring integration with broader ITS strategy priorities. Participate in ITS senior leadership meetings and strategic reviews to drive organization-wide outcomes. Provide advisory services and be a thought leader in the practice domain. Interface with senior business leaders to provide project updates, manage expectations, and resolve critical issues/concerns. Ensure the unit’s work program is aligned with the department’s vision and strategic objectives. Manage the unit’s budget and ensure compliance with financial policies. First Year Accountabilities

Develop roadmaps and process/workflow transformation frameworks for Knowledge for Operations, Tools for Task Teams, and Operations Analytics product lines. Expand and refine knowledge products addressing evolving needs of Bank vertical sectors. Develop AI for Operations program including AI agents across key domains, with emphasis on risk tools, WBG Scorecard, and knowledge products; deliver capital program assigned to the unit. Establish well-functioning teams and effective collaboration across the department. Develop successful business relationship management with partners across regions and sectors. Program Delivery

Provide strategic technology advisory to the Bank’s knowledge agenda and vertical functions, enabling adoption of innovative solutions with measurable value. Lead development and adoption of AI-driven knowledge solutions within verticals. Enhance the WBG Scorecard with AI-powered features. Oversee design and delivery of technology solutions for risk analysis, including AI-powered Risk Analytics applications. Lead the development and execution of data strategies to support evidence-based decision-making. Provide technical oversight to teams delivering digital solutions with Agile alignment. Champion Agile adoption and a culture of collaboration and innovation. Leadership and Talent Management

Technical Domain Expertise

Deep understanding of institutional technology strategies and international development environments. Experience leading and coaching technical teams (engineers, solution architects, data scientists, infrastructure specialists). Proven track record designing intuitive, accessible digital solutions for diverse users. Experience with Agile delivery, modern app development practices, design thinking, and forward engineering. Technical problem solving for complex design, integration, and implementation decisions. Knowledge of infrastructure limitations in resource-constrained environments. Expertise in digital transformation and technology innovation in large enterprises. Experience with sensitive and confidential information. Leadership & Business Acumen

Strong organizational skills, judgment, and ability to manage multiple priorities. Ability to prioritize issues, balance goals, and deliver under constraints. Proven leadership and mentoring experience with technical staff. Strong analytical skills to optimize efficiency and remove redundancies. Ability to communicate complex concepts to diverse audiences including senior leaders and partners. Strong conceptual, analytical, and business judgment capabilities. Diplomatic approach to cost-effective solutions meeting complex requirements. Excellent verbal and written communication for non-technical audiences. Relationship Building & Stakeholder Management

Proven ability to build strategic partnerships with diverse stakeholders. Serve as a bridge between IT, business units, and end users to drive user-centric digital transformation. Strong interpersonal skills for cross-level collaboration. Minimum Qualifications

Education & Experience A master’s degree in computer science, computer engineering, or related field with 10+ years of experience, or a Bachelor’s degree with 15+ years of experience. Post-graduate coursework in digital technology, IT, AI, or related subjects preferred. Demonstrated experience in international development, emerging markets, or social impact sectors. Agile certification preferred; familiarity with Agile practices. Certifications in PMP, ITIL, Cloud, AI, or related fields preferred. Leadership & Management

Proven ability to lead and manage multicultural, geographically distributed teams. Experience in mentoring, succession planning, and professional development. Track record managing large-scale enterprise engagements and cross-functional partnerships. Strong organizational, analytical, and business judgment capabilities. Ability to participate in ITS Management discussions. Core Competencies
