Overview

Chief Information Officer - CDB (SPSA Opt. 3) role at the Illinois Department of Innovation & Technology (DoIT) supporting the Illinois Capital Development Board (CDB). Responsibilities

Subject to management approval, serves as the Chief Information Officer (CIO) for the DoIT supporting the CDB, acting as principal policy-formulating administrator for the management process for CDB IT services statewide. Develops technology vision, leadership, and strategic direction to align technology solutions with the goals of the CDB and compliance with DoIT Enterprise standards. Establishes goals, develops strategies, and monitors performance to ensure operational effectiveness of DoIT/CDB. Represents the DoIT Secretary and GCIO before Executive Agencies, boards, and commissions, including Federal and State agencies and local government. Serves as full line supervisor and independently negotiates with vendors to hire contractual staff. Develops, prepares, and submits an annual operating budget. Keeps abreast of current and advancing IT trends by reviewing relevant literature. Performs other duties as required within the scope of the above duties. Essential Functions

Supports the Illinois Capital Development Board (CDB) as CIO for DoIT, acting as principal policy-formulating administrator for IT services statewide. Develops technology vision and strategic direction aligned with enterprise standards. Sets goals, strategies, and monitors performance for operational effectiveness. Serves as Agency spokesperson and advisor, representing DoIT before various entities. Supervises staff and negotiates with vendors for contractual staff. Prepares and manages an annual operating budget. Keeps current with IT developments to inform strategy and compliance. Performs other duties as required within the scope of the role. Minimum Qualifications

Bachelor’s degree in Management Information Systems, Information Technology, Computer Science, or related field. Four (4) years of progressively responsible management experience in a large IT organization. Four (4) years of professional experience in policymaking, strategic planning, and IT solutioning for large-scale systems. Three (3) years of professional experience supervising IT professionals in a large public or private IT organization. Preferred Qualifications

Five (5) years leading and managing a large-scale IT operation. Five (5) years developing IT policies and governance aligned with enterprise frameworks. Five (5) years in enterprise planning, decision-making, and portfolio management. Five (5) years analyzing programs and implementing IT solutions. Five (5) years managing complex IT portfolios with project prioritization and benefits tracking. Five (5) years budgeting for personnel, equipment, and services. Five (5) years fostering a service-oriented, customer-focused IT culture. Ability to gain and maintain cooperative working relationships; demonstrated verbal and written communication skills. Master’s degree in MIS, computer systems, or related field (preferred). Conditions of Employment
