Financial Analyst (Mid-Level) – Washington, DC. ICI Services is a 100% Employee-Owned small business celebrating 25 years of delivering products and services aligned to customer needs. Our employee-owners include acquisition analysts, financial analysts, engineers, configuration specialists, logisticians, technicians, IT professionals, and ship production specialists supporting multiple Navy organizations. We are headquartered in Virginia Beach, VA. This position supports the Program Executive Office for Integrated Warfare Systems Business and Financial Management Support contract with Naval Sea Systems Command (NAVSEA). Security Clearance
Applicant must hold or be able to obtain an active Department of Defense (DoD) SECRET personnel security clearance. Responsibilities
Track commitments, obligations, and expenditures; generate Purchase Requests; develop spend plans; and prepare financial briefing material for a NAVSEA Foreign Military Sales (FMS) Ship Building program. Prepare, stage, and track financial/funding documents in Navy Enterprise Resource Planning (ERP). Pull and analyze financial reports from MISIL and Navy ERP to support FMS case execution. Monitor obligation and expenditure data to meet obligation and expenditure goals. Compare financial data to spending plans and reconcile discrepancies for monthly financial status reviews. Prepare execution data reports for regularly scheduled execution reviews. Manage, coordinate, and track Government Furnished Equipment (GFE) 7300 forms and Obligation Phasing Plans (OPP) submitted by PARMs. Ensure data in 7300s, OPPs, and Task Planning Sheets aligns with phasing and spending plans and program funding objectives. Develop presentations with narrative and statistical analysis of current funding, projected spending, and budget limitations; explain discrepancies and identify potential solutions. Experience and Qualifications
Must have 2+ years Navy ERP (N-ERP) experience (e.g., document/PR creation), with at least 1400-type (funding) PRs (USN or FMS). Preferred: 5+ years Navy ERP experience, including 1300-type (contract) and 1400-type (funding) PRs; FMS experience. Experience with NAVSEA Program Office, NAVSEA Ship Construction, NEPS and TPSs, GFE, DSAMS, SCIP, DIFS, MISIL. Education and Certifications
Bachelor’s degree or equivalent combination of education and experience. 5-10 years of DoD/USN financial management experience. Benefits and Equal Opportunity
