Overview
Sr. Manager Project Controls needed for the Chicago Hub Improvement Program (CHIP). The role focuses on developing, using and improving enterprise tools, systems and processes to drive cost, schedule and progress reporting. May act as Master Scheduler and/or Master Risk Manager and develops project dashboards, cost and resource performance reports, change logs and risk registers in collaboration with Program Managers and Executive Sponsors at the portfolio or mega program level. Leads a program level controls team under minimal supervision and may supervise direct and matrixed controls practitioners. Responsibilities
Oversee program budgets, schedules, risks, financial reporting, invoicing, and related controls with CHIP Program team and leadership. Maintain a weekly updated program schedule, identify critical paths and notify leadership of delays. Maintain and manage the master Program risk register. Track potential changes and ensure visibility of cost and schedule change estimates with the executive sponsor. Integrate cost and schedule data with information from vendors and external entities to support risk, schedule and budget performance reporting. Develop reporting mechanisms, dashboards and presentations on program performance indicators to maintain a cohesive program picture. Evaluate and assess identified project risks to enable data-based mitigation plans and contingencies. Develop and maintain Program risk control tools and workflows. Assess new and ongoing projects for governance stage gates in collaboration with business partners. Support Executive status reviews, Governance and Change Control Boards. Manage Controls data via EPPM, SharePoint or other approved EPMO tools; adhere to Amtrak Enterprise Project Management methodology. Perform change management duties as needed. Decision rights: responsible for all activities listed above, consulting with relevant project controllers and obtaining approval from the Project Director for areas impacting project work. Other duties as assigned. Minimum Qualifications
Bachelor’s Degree required OR equivalent combination of training, education and relevant experience. Effectiveness working across teams with varying objectives; strong oral and written communication across all levels. Ability to organize and present project portfolio reports and related information. Super-user of SharePoint, Power BI/Access and Primavera/Oracle PPM tools. Mastery of project controls tools and processes. Minimum Knowledge, Skills, And Abilities
Strong project/program management skills; excellent collaboration and team-building abilities. Highly motivated, self-directed with excellent analytical and problem-solving skills. Excellent listening, interpersonal and written/oral communication; detail-oriented; ability to prioritize under pressure. Experience working within complex organizational structures; ability to facilitate governance and project-related meetings. Microsoft Office (Word, Excel, PowerPoint, Project); US work authorization. Preferred Qualifications
Graduate degree; Licensed Professional Engineer; 9-12 years of relevant experience. Understanding of railroad business functions, operations, and design/construction processes. Experience with railroad, heavy civil and bridge projects in design/construction phases. Knowledge of contracts and contract administration; PMI-SP, PMI-RMP, CCP or PSP certifications; PMP certification. Work Environment
Office-based at Chicago Union Station; cubicle setting; sit/stand at computer; occasional travel up to 25%. 4 days in the office with 1 day remote. Ability to work under pressure. Other Information
Salary range:
$135,800-$176,040
depending on education, experience, certifications and other factors.
