Database Engineer - Level II
to support a Federal Agency. Government clearance requirements for this role require candidates to maintain a
Secret Clearance . Location : Walter Reed National Military Medical Center (WRNMMC) Bethesda, MD. Key Responsibilities
Design, test, upgrade, and integrate new or existing database management systems (DBMS) based on business requirements. Document engineering processes related to build, configuration, testing, and deployment of DBMS solutions. Coordinate DBMS changes, upgrades, and version updates with administrators and stakeholders. Plan, implement, and maintain security measures to safeguard databases and hosted environments. Perform DBMS modeling, analysis, planning, and evaluation of new and emerging technologies, making recommendations for adoption. Assist administrators with complex troubleshooting, including vendor coordination when needed, and provide operational support for lab or production systems. Plan, design, develop, and modify database structures and tools using languages and products such as PL/SQL, Visual Basic, T-SQL, and Oracle Forms. Apply expertise to complex assignments, operate with independence, collaborate with senior staff, and supervise others when required. Advanced proficiency in Microsoft Access 2013, 2016, and 365, including migration to Access 365 and SQL Server. Skilled in developing Access applications with data modeling, tables, queries, forms, and reports. Experienced with Access and Excel VBA programming, as well as JavaScript. Proficient in medium-complexity SQL queries, with strong quantitative and analytic abilities. Able to test work thoroughly prior to delivery and create clear functional and technical documentation. Effective at engaging business SMEs to gather requirements and translate them into functional applications. Support the Resource Management department and maintain system access with bi-weekly workload documentation. Qualifications
Required Qualifications and Certifications: Ability to meet required government clearances: Tier 3 (T3) Investigation. Six (6) years of progressive experience demonstrating the required proficiency. Bachelor's degree and/or equivalency. IAT II certification and CE certification per DoD 8140.03 / 8570.01-M requirements (CCNA Security, CySA+, GICSP, GSEC, Security+ CE, CND, SSCP). Cyber Workforce Qualification and Management Program (CWP) certification. Preferred Qualifications and Certifications: Additional relevant database certifications (e.g., Microsoft SQL Server, Oracle DBA, CompTIA Database+). Experience with advanced Access-to-SQL Server migration and integration projects. Strong quantitative and analytical skills with proven problem-solving ability. Demonstrated experience creating and maintaining technical and functional documentation. Previous Federal Consulting Experience. Ability to communicate effectively across teams and with stakeholders.
