Purpose of classification The purpose of this classification is to ensure the health and viability of the county’s shared hardware, network, and information resources. Duties include evaluating the IT infrastructure for risk, establishing controls to mitigate loss, recommending improvements in risk management, and ensuring information is safe, fast and reliable. Additional duties include monitoring bandwidth, backup management and disaster readiness, monitoring hardware health, auditing technology resources, providing on-site technical assistance, performing component-level repairs and installations, developing/implementing special technology projects, and other duties as assigned. Reports to County Mayor. Essential Functions

Oversees daily operations and maintenance of departmental computer hardware and software systems; installs and/or sets up hardware configurations; monitors the system for equipment failure or errors in performance; troubleshoots computer problems and performs minor computer repairs; modifies existing databases and database management systems, and evaluates need for and recommends upgrades. Oversees the design, implementation, support and maintenance of the County’s data networks, telecommunications systems and all wireless communication devices; reviews/audits existing network infrastructure and develops a phased approach to achieve necessary improvements; evaluates requirements for new locations; develops specifications and oversees implementation. Researches, evaluates, designs, and engineers network installations to meet needs of the County, including basic project management; assists in the planning and design of network architecture; develops hardware, software, and integrations requirements and configuration; recommends and develops standards; installs, maintains, and supports network equipment and operating systems. Provides database and administrative support to county personnel, sets up equipment for employee use; sets up user accounts, regulates and monitors file access to ensure confidentiality and proper use; ensures proper installation of appropriate software; answers questions and troubleshoots technical difficulties related to the database, workstations, software, hardware, and passwords. Maintains appropriate procedures, processes and policies that efficiently enhance data integrity, including maintaining system security rights and accessibility through user accounts. Approves, schedules, plans and supervises the installation and testing of new products and improvements to computer systems, such as the installation of new databases. Develops database queries and reports as needed to provide information for departments daily, monthly, and/or annually to serve department needs and/or report on department functions. Develops and implements policies to guide data entry, ensures databases effectively capture information and generate accurate reports; maintains a structure within the databases to identify data segments for analysis; generates tabulated reports, charts, distributions and trends, descriptive statistics, and develops models and ratios as needed by department. Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data; performs maintenance of computer systems and office equipment; learns new software applications and procedures when necessary. Works as part of a project team to coordinate database development and determine project scope and limitations; assists in testing and debugging new programs; coordinates with outside vendors as needed. Provides training to staff in operation of computer systems and software; assists users with computer-related problems; develops training materials and procedures. Performs customer service functions in person, by telephone, and by mail; provides information related to computer operations and procedures; initiates problem resolution. Implements security measures to safeguard computer databases. Communicates with county officials to coordinate work activities, review status, resolve problems, and provide direction; collaborates with staff to establish requirements for new systems or modifications. Maintains daily record of data transactions, problems and remedial actions. Manages Internet Protocol addressing schemes in accordance with accepted practices. Acquires computer equipment for project installations; handles returns and repair of warranty items with vendors; performs component-level repair and installation of computers and peripherals. Assists in system administration of county mainframe, network management, user assistance with software failures, and related functions; handles administrative tasks such as assigning user rights, setting up printers, backups, data recovery, and security monitoring procedures. Serves as system administrator of county servers; integrates servers and workstations into County networks and Microsoft Exchange/GroupWise administration. Manages telecom functions and data communications for the county; purchases hardware; provides recommendations on telecom hardware and ensures alignment with technical direction. Compiles and assists with technical bid specifications; leads in writing specifications for network hardware, lines and diagnostic equipment; analyzes specifications for compatibility with existing designs. Tests, evaluates, and recommends software and hardware; obtains pricing, evaluates vendor proposals, and coordinates purchasing and installation. Manages computer, telephone, and security issues for County buildings; coordinates with vendors to install new equipment; coordinates with public building authorities and other stakeholders for new buildings. Develops and implements special technology projects; provides general on-site technical assistance. Maintains inventory of supplies related to computer components; manages licensing for county software. Maintains knowledge of technology and supports the department; participates in training and professional development as appropriate. Developing Cyber Security vision, strategy, implementation, and a training roadmap; identify department information security problems and craft tailored solutions; design, architect, and implement cyber security; manage policy and compliance, risk, vendor risks, and data privacy. Provides ongoing IT leadership responsibilities such as leading and mentoring the IT team, setting goals, providing feedback, and conducting performance evaluations; fosters collaboration and continuous learning; stays abreast of cybersecurity threats and regulatory requirements; ensures compliance with applicable cybersecurity standards, regulations, and frameworks; coordinates with the State of Tennessee to align with state IT security standards. Minimum Qualifications
Bachelor’s Degree in Information Systems, Data Processing, or Computer Operations required (or equivalent). Hardware Certification, Microsoft Certified System Engineer, Cisco Certified Network Professional, or Cisco; Certified Network Designer; familiarity with NIST and ITIL foundations; CISSP, CSO, CISM, or Security+ certifications. Three to five years of experience involving information systems operations/maintenance, IT security and personnel management; or any equivalent combination of education, training, and experience providing the requisite knowledge, skills, and abilities. Must possess and maintain a valid Tennessee driver’s license. Special clearance may be needed for certain assignments with a background check and fingerprinting. Performance Aptitudes
