General Statement of Duties
The Training Division Chief is responsible for Divisional oversight and direction of all aspects of the District Training Program. The Training Division Chief shall work in close coordination with Fire Chief, Deputy Fire Chief, and EMS Division Chief to develop course materials and lesson plans, and provide instruction and training to members of the District. Plans, supervises and delivers where needed the training programs for firefighting, rescue, emergency medical (within scope of EMS license), hazardous materials and other District related programs. Coordinates with Battalion Chiefs and Shift Captains assigned on each shift to ensure training is completed.
Supervision Received Works under the general direction of the Fire Chief who reviews work for effectiveness and conformance to District policies, standards, effectiveness, and conformance with District expectations.
Supervision Exercised Position is responsible to exercise independent judgement in carrying out policy, program, and orders within established procedures; and may recommend the hiring, promotion, and discipline of assigned personnel. May assume command the Fire District in absence of higher-ranking officers.
Essential Functions
Directs all aspects of District Training Program and serves as part of the Executive Team.
Supervises and coordinates instructions and drills for the Fire District including initial training (recruit academy), in-service training, and ongoing recertification training.
Trains and instructs in all subjects relating to Fire District operations, procedures, policies, and operational guidelines and apparatus types.
Evaluates, develops, and selects training manuals, audio/visual materials and all other training media to be used by the District. Maintains training materials library.
Supervises direct or indirect instructional delivery of personnel providing instruction and drill supervision of fire companies; observes and critiques training conducted within the District and may evaluate instructor or firefighter performance; may provide recommendations for hiring, remedial training and termination.
Prepares training and drill schedules for all District personnel
Keeps and maintains training records assuring compliance with applicable local, state, and national rules, laws, and regulations. Submits related reports as needed/required.
Perform training records maintenance, updates to instructional/training databases as required maintaining continuity with national or state programs to ensure accurate and consistent documentation of training. Includes data entry and filing.
Provides technical expertise to the Fire Chief in the operation and administration of the EMS program and other emergency response activities and performs related work as required.
Prepare training related divisional reports and summaries.
Administration and preparation of the annual Training Division budget.
Coordinates and provides training for external partners. Operates District apparatus including engines, tenders, brush units, medic units, squads and staff vehicles as required to perform duties, general fire suppression and emergency medical functions as required by situation.
Assures the training delivered reflects the pride of the Fire District and appeals to customers as well a prepared and respected organization.
The Division Chief is subject to recall to duty at any time to assist with major incidents, injured employees, or any other isutation deemed necessary by the Fire Chief.
Responsible for communication of contact and context of fire district policy matter to district employees.
Enforces District policies, rules, and regulations.
Knowledge, Skills and Abilities Thorough knowledge of the principles, practices, and procedures of modern fire training, emergency medical services training, rescue operations, and of emergency response procedures; thorough knowledge of the operation and maintenance of the various types of apparatus and equipment used by fire departments/districts; considerable knowledge of the principles of hydraulics as applied to firefighting, knowledge of fire prevention laws, rules and regulations; ability to instruct effectively, maintain discipline, promote harmony, exercise sound judgment, cooperate with other officials, and the ability to maintain excellent attendance at the workplace.
Education and Experience
Associates degree from an accredited college or university in Fire Science, Fire Management, or a related field.
Minimum of ten years of fire service experience of which at least five years must be in a company officer related position.
Any other equivalent education and/or experience may be considered in lieu of formal education and experience requirements listed above. Equivalency will be at the sole discretion of the Fire Chief.
Required Certifications
Possession of or ability to obtain within 90 days a valid Oregon Driver’s license.
Oregon Paramedic or Nationally Registered Paramedic and obtain Oregon reciprocity within 90 days
