The County of San Mateo Human Services Agency (HSA) is seeking qualified applicants for the position of Human Services Supervisor, specifically in the Employment Services Division. Under direction, the Human Services Supervisor supervises professional, technical and support staff and programs in both line and staff service areas of the Human Services Agency; plans and coordinates program and administrative services, develops and implements program and administrative goals and ensure compliance with Agency policies and procedures.

The ideal candidate will have:

At least two (2) years of experience with aid programs, preferably the CalWORKs Welfare to Work, CalFresh, and/or Medi-Cal programs.

Understanding of aid program rules/regulations including the Federal/State Work Participation Rate (WPR) measure.

General knowledge of labor market and labor market trends and how they may contribute towards program participation or performance.

General knowledge and understanding of the various components to the CalWORKs Welfare to Work (i.e. Family Stabilization, Subsidized Employment, Cal-Learn, etc) and/or CalFresh programs (i.e., CalFresh Employment & Training).

Strong leadership skills to direct the work and motivate a team.

Excellent written and oral communication skills.

High levels of organization and independent initiative.

Experience in adapting, responding, and implementing changes to program structure, policies, and procedures.

Comprehensive understanding of intensive case management services required to serve a population with significant barriers.

Ability to develop cooperative relationships within and outside the Employment Services branch.

Ability to utilize data to ensure performance measures are met.

Ability to manage multiple, competing project demands.

Note: This is a limited-term assignment. Limited term employees are assigned to assignments not to exceed three years. They receive medical and dental benefits similar to regular employees, and a defined contribution retirement plan. This recruitment may be used to fill future limited term positions.

Plan, assign, review and supervise the work of assigned staff; train staff in work procedures and ensure the professional development of staff; develop individual and team performance.

Evaluate employee performance, counsel employees and effectively recommend initial corrective action and other personnel decisions.

Train staff in County policies and procedures and federal laws, rules and regulations; prepare and conduct in-service training for staff to ensure currency with changing policies and rules; ensure compliance with Agency policies and procedures and with contractual obligations.

Support, assist and guide workers in difficult situations including contact with distraught customers.

Plan, organize, coordinate and direct the work of assigned administrative and/or service programs; train contractor staff and evaluate contractor performance.

Develop and implement program and/or administrative goals for assigned functions; develop and monitor budgets.

Monitor quality of work, identify problems and recommend corrective action. Foresee and implement change.

Represent the Agency and maintain liaison with the State, contractors, elected and appointed officials and other organizations.

Provide program information, meet with and make presentations to local, regional and state officials and community organizations.

Coordinate assigned functions with other County staff, external organizations and contractors.

Collect and analyze information, draw sound conclusions and prepare effective recommendations; prepare a variety of special and periodic reports.

Perform related duties as assigned.

Qualifications Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of professional level administrative or programmatic experience in a human services or related program.

Knowledge of:

Principles and practices of employee supervision and training.

Principles and practices of public administration and management.

Principles and practices of the specific program areas to which assigned.

Principles and practices of contract development, negotiation and monitoring.

Principles, practices, and techniques of administrative and programmatic research and analysis.

Functions of public social services and agencies and the interrelationships of the various disciplines in the human services field.

Applicable federal, state and local laws, rules and regulations, and County and program policies and guidelines related to the program area.

Computer applications related to the work; office administrative practices and procedures, including records management and the operation of standard office equipment.

Public and community resources and programs.

Methods of providing human services effectively.

Principles of engaging community and other partners in the provision of social services.

Skill/Ability to:

Plan, assign, supervise, review and evaluate the work of others.

Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.

Administer and coordinate human services programs.

Coordinate individual and group efforts.

Foresee and analyze operational and/or administrative problems, consider alternatives and recommend sound solutions.

Supervise the development and evaluation of proposals and negotiation of contracts and agreements.

Develop, monitor and analyze budgets and program performance.

Supervise administrative and programmatic research and analysis.

Analyze, interpret, and apply various regulations and requirements.

Organize, manage, and monitor cases and maintain accurate files, records and statistics.

Write and interpret reports.

Analyze information and situations and use sound independent judgment to make decisions and determine appropriate courses of action.

Deal tactfully and effectively with a variety of individuals who may be emotional, hostile or irate.

Establish and maintain effective and cooperative working relationships with those contacted in the course of the work.

Communicate effectively orally and in writing with people of diverse backgrounds and cultures.
