Department of Transportation Overview

Position: Emergency Response and Specialty Access Senior. The incumbent works under the direction of the Chief of the Office of Specialty Investigations at Structure Maintenance and Investigations (SM&I). Responsibilities

Develop and maintain procedures and actions to ensure the readiness of SM&I to respond to highway bridge and tunnel emergencies caused by earthquakes, floods, fires, landslides, vehicular impacts, and Homeland Security issues. Develop and maintain the inventory of in-service highway bridges requiring specialty access by underbridge inspection trucks (UBITs), aerial lifts, boats, unmanned aircraft systems (UAS), rope climbing, or water level control for complete routine inspections; determine optimal specialty access equipment or method in coordination with SM&I bridge inspectors and seniors. Develop and maintain annual schedules for routine inspections of in-service highway bridges that require specialty access. Act as the SM&I program lead for UAS pertaining to bridge inspection functions. Perform inspections of in-service highway bridges that require specialty access to assess structural condition, safety, serviceability, and maintenance needs. Review inspection reports for in-service bridges and tunnels for compliance with NBIS, SNBI, BIRM, MBE, NTIS, SNTI, TOMIE, and related manuals; ensure work recommendations address identified defects and deficiencies. Provide Confined Space and Fall Protection training to SM&I inspection staff. Certifications and Training Requirements

Must be certified as both a Team Leader and an NBIS Team Leader upon hiring; must be certified, or obtain certification within 12 months, as a Team Leader in accordance with NTIS; certifications maintained for duration of duties. Must hold or obtain within six months FAA Part 107 Small Unmanned Aircraft Systems Remote Pilot Certificate. Must obtain within six months certification as a trainer for confined spaces and fall protection training courses. Must be registered as a Civil Engineer in California. Minimum Requirements

Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers. In addition to the standard application form, submit a Statement of Qualifications (SOQ) highlighting education, training, and applicable experience. Familiarity with the Caltrans Emergency Operations Plan, DD-109 Bridge Emergency Response, and organizational structure of Caltrans Emergency Services. Strong knowledge of NBIS, SNBI, BIRM, MBE, NTIS, SNTI, TOMIE, SM&I Procedures Manual, Caltrans Employee Safety Manual, and Code of Safe Operating Practices. Ability to make accurate decisions under stress; maintain NBIS/NTIS certifications; FAA Part 107 certification; trainer status for Confined Space and Fall Protection. Proficiency in engineering judgment for structural damage assessment, accurate note-taking and reporting, data collection and management, independent work capability, safe operation of state vehicles and inspection tools, and intermediate computer skills for engineering software and data management.
