Overview The Data Science and AI Institute is seeking a Grants & Contracts Manager who will be responsible for all activities related to sponsored projects within the institute/centers. The ideal candidate will oversee pre-award, post-award and closeout activities for a variety of grants/contracts, with varying levels of complexity. The Manager will supervise a team of two or more professionals and para-professional staff and will serve as the first point of contact and resource for faculty and analysts in budgeting for grant submissions to federal, private, foundation and commercial sponsors. The role includes providing instruction on applicable protocols, regulations and guidelines pertinent to the agency or university.

Responsibilities

Oversee pre-award and post-award activities for the DSAI portfolio, including proposal development, subawards, budgeting, cost transfers, account reconciliation, and reporting.

Coordinate grant closeout processes and ensure accurate interpretation of grant terms and conditions in line with university and sponsor guidelines.

Serve as liaison to PIs, Co-Is and administrative staff to ensure timely and accurate performance of required tasks; prepare grant proposals and budgets for review.

Provide guidance on budgets, budgets tracking systems, SAP reports, variances, and forecasting of expenditures; oversee account maintenance for institute funds and subawards.

Coordinate with the Sponsored Projects Office, Office of Research Administration and related units for submissions and approvals.

Review and approve post-award tasks such as budget distribution, account reconciliation, e-forms, effort reporting, cost transfers, and subcontract paperwork.

Provide leadership, training and supervision to Grants & Contracts Analysts, Specialists, Coordinators and other staff; cross-train team members as needed.

Ensure compliance with sponsor guidelines, internal protocols, conflicts of interest, and other regulatory requirements; prepare and present sponsored funding reports as needed.

Maintain ongoing updates and communications regarding grants and contracts with faculty and leadership.

Qualifications

Bachelor's Degree

Five years of related experience in sponsored research or financial positions, preferably in an academic or medical setting; two years in a lead or supervisory capacity with extensive supervisory responsibilities or demonstrated leadership in grants and contracts.

Additional education may substitute for required experience; equivalency rules apply as per Johns Hopkins University guidelines.

Successful completion of the Research Administration Training program (18–24 months) is equivalent to three years of relevant experience; if not completed, no additional experience is applied.

Special Skills/Knowledge

Strong knowledge of accounting and budgeting theory and practice; familiarity with Johns Hopkins University financial systems preferred.

Ability to provide leadership, management and training to a sponsored research team; strong communication and discretion; ability to handle multiple tasks and deadlines.

In-depth knowledge of external federal guidelines for grants and contracts (NIH, NSF, DOD, NASA, DOE, etc.).

Proficiency with Excel, Access and Word; familiarity with university online budget/purchasing systems preferred.

Supervisory Responsibility

Two to four staff members (e.g., Budget Specialists, Grants & Contracts Specialists, Analysts and Sr. Analysts).

Budget Authority

May oversee a team with portfolios exceeding $30 million.

Additional Information

Hybrid work arrangement: On-site 2-3 days a week at Homewood Campus.

Location: Johns Hopkins University, Whiting School of Engineering, MINDS Institute.

FLSA: Exempt; Schedule: Mon–Fri, 8:00 am–4:30 pm.
