The Procurement Manager is responsible for the development, documentation and implementation of overall procurement strategies and planning. This position controls supply costs by reviewing the cost of goods and identifying new processes or tools to reduce labor and external services. This role creates Requests for Proposals (RFPs), obtains required bid proposals and drafts the RFP summary, reviews annual service contract agreements, and leads projects with vendors and internal customers. It also manages expenses, provides monthly summary reports, updates the Capital Expense Report (CAPEX) weekly, and generates additional reports as necessary. Additionally, the Procurement Manager manages the Senior Procurement Analyst. Essential Functions and Responsibilities

Include the following. Other duties, responsibilities, and activities may change or be assigned at any time with or without notice. Develop relationships with Evergreen Goodwill internal customers. Maintain and establish business relationships with key suppliers. Ensure timely and accurate completion of Supply Requisitions. Write, issue, and track Capital Project related requisitions. Resolve vendor/contractor issues and claims. Provide cost analysis when adding new services or products. Establish and maintain purchasing policies, procedures, contracts and agreements in partnership with the Procurement and Facilities Services Director. Partner with Procurement and Facilities Director to review current supply agreements. Determine sources of supply and services by evaluating suppliers on price, quality, service support, availability, etc. Source service and supply vendors for Facilities as needed. Adhere to procurement practices, procedures and standards. Create, implement and maintain training materials for Procurement in partnership with accounting. Assist Director in implementing capital budget projects. Obtain bids for Annual Capital planning. Manage projects related to facility maintenance, including determining work scope, pricing, scheduling, supervision of vendors and coordination with stores, as requested by Director. Create, implement and maintain preventative and predictive maintenance procedures, including equipment, project management schedules, costs, renewal dates, etc. Promote a safety culture by enforcing safe work practices, providing training on safety requirements, and reporting potential hazards or accidents. Undertake additional duties and special projects as assigned. Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with Evergreen Goodwill policies and applicable laws. Responsibilities include interviewing, hiring, employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems. Partner with People & Culture as needed and appropriate. Required Qualifications

3+ years in procurement/purchasing Proven strong contract management and vendor relations Leadership and project management experience Physical Abilities

Ability to sit at a desk and work on a computer for extended periods of time. Occasionally required to lift and carry files or documents weighing up to 10 pounds. Ability to communicate effectively in person, over the phone, and in writing. Visual acuity to review detailed financial documents and computer screens. Ability to perform repetitive hand and wrist movements, such as typing and using a mouse. Maintain reliable attendance and communicate effectively with diverse audiences.
