Overview
Purpose: Provides enterprise-wide leadership of Liberty’s regulatory strategy and operations, ensuring consistent, disciplined execution of rate cases, regulatory dockets, and compliance activities across all jurisdictions. Acts as Liberty’s regulatory “air traffic controller,” aligning strategies across OpCos, maintaining credibility with regulators, and ensuring outcomes that protect customers, advance company objectives, and maximize shareholder value. Leadership
Leads the development and execution of Liberty’s regulatory strategy across jurisdictions, ensuring consistency and discipline, under the direction of the Chief Regulatory and External Affairs Officer Establishes enterprise standards for regulatory engagement and case management, guiding local teams to apply them consistently while adapting for jurisdictional requirements Develops, coaches, and strengthens regulatory operations talent across Liberty to build long-term organizational capability Champions a culture of discipline, transparency, and credibility in regulatory interactions
Rate Cases & Regulatory Dockets
Provides strategic and executional direction to OpCos and local regulatory teams, ensuring timely, consistent, and successful rate cases and regulatory filings across all jurisdictions Partners with OpCos, Finance, and Legal to ensure filings align with corporate financial goals, affordability commitments, and compliance obligations Oversees schedules and discipline for regulatory filings to ensure on-time, coordinated submissions Provides timely reporting on rate case outcomes, financial impacts, and regulatory risks to the Chief Regulatory Officer and executive leadership
Relationship Building and Stakeholder Management
Establishes and maintains good relationships with regulatory authorities, external stakeholders and internal teams across the organizations Ensures local regulatory teams build strong relationships with respective regulators and other stakeholders
Policy & Strategy Development
Reviews and interprets new or pending regulatory requirements that impact Liberty’s operations, providing practical guidance on compliance and case execution Ensures regulatory compliance processes and procedures are updated to align with enterprise direction Provides input to the Government & Regulatory Affairs team, sharing insights from regulatory cases to inform external policy advocacy and industry positioning Advises executives and OpCos on regulatory implications of emerging industry trends and ensures operational readiness for new requirements Supports corporate projects (e.g., technology adoption, acquisitions, customer programs) by identifying regulatory pathways and compliance considerations
Education and Experience
Bachelor’s degree or equivalent 15+ years of direct industry experience, 10+ years of qualifying management and leadership experience Deep knowledge of utility regulation, rate-case execution, and compliance practices Strong understanding of financial principles, cost recovery mechanisms, and regulatory finance Proficiency in regulatory and financial analytical modeling (e.g., revenue requirement models, cost-of-service studies, scenario analysis) to support case development and decision-making Experience in regulatory portfolio management, including prioritizing and managing multiple concurrent rate cases, dockets, and compliance obligations across jurisdictions Demonstrated experience engaging with regulatory authorities and external stakeholders Proven ability to lead cross-functional teams (legal, operations, finance, government affairs) Advanced communication and negotiation skills About the Company
