Purpose This position reports directly to the Manager of Rates and Regulatory Affairs and provides complex analytical work in support of regulatory proceedings and decisions. The position will be involved in or responsible for developing and maintaining revenue requirements and cost recovery models. Supports the Manager of Rates and Regulatory Affairs for studies, projects, and research and analysis for Liberty Utilities.

Accountabilities

Play a key role in developing strategies and recommendations on cost recovery, rate making, customer programs, and gas/electric/water rate issues

Maintain tariff, compile revenues, sales, and general business statistics for compliance reporting, and support the general rate case management process.

Prepare and support all regulatory filings which includes developing and maintaining complex excel models

Solves complex problems and takes a new perspective using existing solutions

Mentors and provides advice and guidance to other analysts within the organization

Compile company operating statistics for internal and external distribution

Prepare expert witness testimony, exhibits, work papers and discovery responses

Updates key management on regulatory changes, developments and implications of new requirements or emerging regulations and industry developments on functional areas

Monitor up-to-date information regarding federal, state/provincial and applicable laws and regulations as they relate to filing requirements for regulated utilities

Support requests for rate and policy changes including written and oral testimony and discovery responses

Maintains good relationship with regulatory authorities and participates in industry forums to influence regulatory policies

Contribute to cadence and framework that ensures the utility is meeting its compliance requirements in an accurate and timely manner

May act as an expert witness as needed before the regulatory authority

Education and Experience

5+ years' of experience in regulatory or an adjacent function, preferably within the utility industry

Bachelor’s degree with a preferred focus in Finance, Accounting, Economics, or related area of study.

Advanced understanding of revenue requirement and cost recovery programs

Ability to analyze, interpret and report complex information.

Ability to learn new processes and create procedures to implement the process

Strong organizational, multi-tasking and time management skills

Dynamic team player that also works well independently

Excellent oral and written communication skills

There is an 8% Annual Bonus Target with this position.
