Overview

This position involves providing Model Based Systems Engineer (MBSE) analysis support to the Naval Sea Systems Command (NAVSEA) PMS 408 - Naval Expeditionary Missions (EXM) Program Office. The role includes ongoing analytical support, program management, and administrative support for various program objectives. Key responsibilities include delivering comprehensive analysis, aiding in the management of acquisition and logistics projects, and collaborating closely with team members to ensure effective program execution and management. Responsibilities

Apply formal application of model-based systems engineering techniques and tools in executing Systems Engineering (SE) activities consistent with Industry, DOD, and Department of Navy standards and best practices. This includes executing: requirements analysis, modeling with traceability between requirements and from requirements to system/subsystems, to system functionality, and to test constructs and other model objects. Develop and manage DOD Architecture Framework (DODAF)-described views. Expeditionary Medical Systems analysis and decomposition, including development of internal block diagrams, block definition diagrams, and other custom views and diagrams. Activity/behavior modeling. Test support, including development of Requirements Traceability and Verification Matrix (RTVMs), Performance Specifications (PSPECs), and test plans in modeling tools. Simulation and other analysis (including but not limited to trade-off analysis). Identify interface definitions. Apply industry/DOD/DON Systems Engineering guidance, including INCOSE SE Handbook, to SE activities. Apply standard modeling languages, including UML, SysML, and UAF, to conduct SE activities. Apply architecture frameworks and leverage reference models, including DODAF and NFARM, to develop SE models. Employ DON-approved modeling tools and MBSE environments, including the Naval IME and Cameo Systems Model, Cameo Enterprise Architecture, and Teamwork Cloud. Export tailored and standard reports from models (e.g., requirements traceability and verification matrices, performance specifications, system and subsystem specifications, interface control documents, test plans, diagrams, and briefs) and process/import data into the model to update model objects. Utilize Velocity template/report engine and Groovy (or comparable MagicDraw-compatible) languages. Identify standard operating procedures to support 408/EXMED-specific SE activities, and augment existing guidance to improve fidelity and actionability of models and SE products. Apply SE guidance and MBSE techniques to managing systems, system components, systems of systems, families of systems, and enterprise architectures. Communicate MBSE contributions to broader Navy and joint mission objectives. Work independently or in a small team; demonstrate problem-solving skills, adapt to changing priorities, and maintain effective communication and organizational abilities with diverse teams and stakeholders. May mentor non-engineers and lead technical reviews. The role includes a hybrid work schedule (remote and on-site). Qualifications and Requirements

Bachelor’s Degree or Master’s Degree in Systems Engineering, Electrical/Mechanical Engineering, Computer Science, or related technical field with 8+ years of relevant experience. Experience with DoD acquisition lifecycle and systems engineering processes (e.g., per DoDI 5000.97). (Highly Preferred) INCOSE Certification (CSEP) or ESEP. (Preferred) DAU/DOD Digital Engineering Credentials CENG 001, CLE 084, and/or LOG 0590. (Highly Preferred) DoD 8140/8570 certifications relevant to cyber/IT (e.g., Security+, CISSP, CEH). Travel: Local area travel with occasional CONUS travel (approximately 10%). Ability to work onboard Navy ships or other platforms for short testing periods (approximately 1%–2%). Secret security clearance is required. Knowledge and demonstrated skills in: Project Team Management, Acquisition and Project Management; Systems and Unified Modeling Language and Architecture Frameworks (SysML/UML/UAF); DoDAF; Digital Engineering Ecosystems and Model Repositories; MBSE tools such as Cameo Systems Modeler (MagicDraw), IBM Rhapsody, or Enterprise Architect; Database management (SharePoint); Defense Acquisition System JCIDS processes; Research and Development efforts; Microsoft 365 Tools (Project, Word, Excel, PowerPoint, Teams, SharePoint); OPSEC requirements.
