RMC is seeking a Controls Engineer/Inspector for a full-time position in Kaneohe Bay, Hawaii. Design, program, and troubleshoot SCADA systems and PLCs for potable water, wastewater, and stormwater treatment systems. Participate in multidisciplinary teams throughout the military construction (MILCON) process—from basis of design and submittal review to startup and commissioning. Apply Unified Facilities Criteria (UFC), environmental regulations (e.g., Clean Water Act, NPDES), and DoD-specific guidance to control system design and performance. Assist in configuration control boards as a reviewer, develop OT-centric backout plans, develop implementation steps, schedule downtime and perform system maintenance in support of functionality upgrades and cybersecurity hardening. Coordinate with cybersecurity, compliance, and facility maintenance teams to maximize availability and integrity of the platforms and support integration of new equipment into control networks. Develop, submit, and maintain artifacts in concert with cybersecurity/RMF teammates for control systems and SCADA environments, including hardware and software inventories. Conduct field verification, as-built reviews, and acceptance testing of SCADA and telemetry systems. Interface with DoD engineering, environmental, and cybersecurity personnel to ensure operational and regulatory compliance. Support legacy system upgrades, energy efficiency improvements, and cyber-resilient SCADA designs. Install, configure, and program control system hardware and software. Perform preventive maintenance and continuous monitoring functions. Respond and correct system alarms and emergencies. Analyze system data to assist in identifying system deficiencies and vulnerabilities. Provide remediation recommendations to address system issues. Work with cyber, network, and sysadmin teams in facilitation of system compliance and function according to DOD guidance. Participate in conferences, work groups, meetings and other required events. Travel to supported installations and required locations to provide related FRCS expertise Competencies

Excellent writing skills, strong communication abilities, good time management and organizational skills. Experience using tools and applications such as Word, PowerPoint, Excel and SharePoint Work confidently in a fast-paced environment with the ability to independently support multiple projects. Possess an in-depth knowledge of concepts, best practices, and controls in a breadth of control systems, ladder logic and configuration backup and restore operations. Ability to work in a team environment and take initiative to help ensure team tasks are successfully completed within required timelines. Strong ability to interact and communicate both written and verbally with people at all levels, both technical and non-technical. Possess strong problem-solving skills. Maintenance and verification of software and hardware inventories for PLC and OT equipment. Education & Experience Requirements

Bachelor’s Degree in Engineering related field or at least 5 years of experience in operational technology engineering or cyber Minimum of 6 years of experience in SCADA systems and PLC programming, preferably in municipal or DoD environments. Working knowledge of leading platforms (e.g., Rockwell, Schneider, GE, or VTScada). Familiarity with water/wastewater operations, hydraulic systems, chemical dosing, and remote monitoring technologies. Experience with MILCON or federal design-build projects and related contracting requirements. Understanding of environmental permitting, reporting, and regulatory requirements. Required Certificates & Licenses

NICET, ISA/IEC 62443, or equivalent systems engineering certifications. Desired Certificates & Licenses

Any SCADA PLC and software certification for water, wastewater, or electrical systems. DDC HVAC Certifications for Johnson Controls and Automated Logic OSHA 30, HAZWOPER, or water operator licenses a plus. Other Requirements

Security Clearance: Obtaining a DoD Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job. Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date. Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 20% of the time. Telecommunication is potentially authorized for this role in a very limited scope.
