Energy Contract Manager (Procurement) - Oahu Company:

Job Function Manages the functions and activities for the development, evaluation, negotiation, and administration of energy power purchase agreements under the Energy Procurement Department. This includes: Competitive Bidding, Feed in Tariff, Bi-lateral Negotiations, and managing policies with contracted Independent Power Producers, Cogenerators, and Qualifying Facilities for Hawaiian Electric, Maui Electric, and Hawaii Electric Light. Leads multi-disciplinary teams for the development, evaluation, and negotiation of energy purchase proposals and serves as the lead negotiator for the Company. Also identifies facilities, personnel, and funds required to implement programs aligned with organizational objectives and maintains contacts with key stakeholders to address technical, social, political, legal, and regulatory developments. Assists with community engagement and public meetings.
Essential Functions
Plans, develops, and coordinates acquisition of renewable energy resources through RFPs, power purchase contract negotiations, and other competitive procurement mechanisms for Hawaiian Electric, Maui Electric, and Hawaii Electric Light. Leads cross-functional teams, serves as expert advisor to senior management, and negotiates renewable energy purchase terms. Maintains currency on emerging technologies and acts as principal point of contact for third-party power generation.
As a matrix manager, negotiates priorities and supports project tasks, ensuring the team has resources and information to meet goals.
Administers executed power purchase agreements, ensuring interpretation and compliance, justifying terms, approving monthly payments, and coordinating with Independent Power Producers on operational matters.
Develops and delivers technical testimony, information requests responses, presentations, and other support for power purchase agreements before external agencies (e.g., PUC, State Legislature, Legal Arbitration). Participates in capital budget recommendations and provides avoided costs computations and contract term recommendations.
Supports department priorities by developing and administering policies and procedures, providing technical assistance, and acting as a company representative on Energy Procurement assignments, including community meetings or media requests.
Participates in company emergency response activities as assigned.
Basic Qualifications Knowledge Requirements
Bachelor’s degree or equivalent experience in engineering, business, or related field.
Working knowledge of Renewable Energy technologies, their utility-scale applications, and project management fundamentals.
Working knowledge of PUC, environmental, and state and federal laws/regulations related to renewable energy projects.
Working knowledge of contract terms and elements.
Working knowledge of computer software including word processing, spreadsheets, presentations, databases, and project management tools.
Skills Requirements
Motivated self-starter able to manage multiple projects with competing priorities with minimal guidance.
Strong written communication for diverse internal and external audiences.
Leadership, collaboration, and conflict-resolution skills; ability to train team members.
Strong negotiating, influencing, and discretion with confidential information.
Analytical, organizational, and conceptual thinking; ability to handle complex ideas and projects.
Flexibility in a demanding environment with changing priorities.
Must have or be able to qualify for a State of Hawaii driver’s license.
Experience Requirements
Minimum 5-7 years in related areas: power system planning, design, operations, RFP development, contract negotiation, or business development.
5-7 years of experience with computers and software such as MS Project and Excel.
3-5 years of analytical experience in renewable energy, data processing, legal, or engineering fields.
1-2 years of experience evaluating and negotiating energy power purchase proposals (highly desirable).
Experience presenting testimony before public agencies or in governmental/public meetings (desirable).
Understanding of generation resource planning and renewable energy technologies (desirable).
Knowledge of avoided costs computations and island-specific PPA terms (desirable).
Budgeting/forecasting knowledge and project development experience with financing and government incentives (desirable).
