Founded in 1974, Swords to Plowshares is a community-based not-for-profit organization that provides counseling and case management, employment and training, housing, and legal assistance to veterans in the San Francisco Bay Area. We promote and protect the rights of veterans through advocacy, public education, and partnerships with local, state, and national entities. Oversee clinical operations, supervise clinicians and mental health services, ensuring compliance, excellence in care, and efficient service delivery. Review client case management files weekly to ensure data accuracy and integrity. Implement and monitor quality assurance activities, including clinical documentation, program auditing, and compliance with grant requirements, laws, and regulations. Demonstrate and apply HIPAA privacy and security rules; handle PHI confidentially and securely; monitor compliance and assist in breach investigations as needed. Supervise day-to-day client operations of the Drop-in Center and the Veterans Community Center to deliver optimal outcomes for veterans. Oversee program budgets, staffing schedules, numbers of veterans served, and services provided. Review suspensions, grievances, appeals, reintegration plans, and make decisions balancing client experience with staff safety. Review grants for accuracy and regulatory compliance; maintain grant deadlines, outcomes, and reporting requirements. Manage grant reporting and ensure timely submissions; collaborate with Grants Department on RFPs and post-submission debriefs. Maintain records in accordance with state and federal laws; act as liaison with funding agencies and support audits. Draft quality documentation and reports; prepare Board reports; provide recommendations to leadership. Foster a collaborative culture, ensuring open communication and alignment with agency initiatives. Support staff development and accountability; provide resources for team success. Contribute to policy development to implement updated regulatory guidance and contractual changes; maintain confidentiality requirements and HIPAA training. Maintain Medi-Cal programmatic compliance and coordinate with Finance and leadership on budgeting and reporting. Represent Swords to Plowshares in local collaboratives and provider organizations; schedule site visits and host tours as required by funders. Supervisory Responsibilities
Supervision of Mental Health Clinicians, Mental Health Specialists, and Program Managers Provide clinical supervision to associates registered with the CA Board of Behavioral Sciences Weekly supervision meetings; hire, onboard, train, and evaluate approximately eight program staff Lead weekly staff meetings and ensure required trainings, including Cultural Humility and Supervisor training Ensure staff training compliance and timely documentation in client case management systems Monitor staff performance for adherence to compliance guidelines and licensing requirements Support grant management training and system use; assist with recruitment and performance evaluations Experience
Minimum three (3) years in a management/administrative role in a private or public social service agency Minimum three (3) years working with at-risk populations around mental health, substance abuse, and homelessness Minimum one year supervising a multidisciplinary team Ability to network and develop community resources; prepare reports for public and funding sources Familiarity with veterans and homelessness issues; experience with funding proposals and budgets Strong written and oral communication; HMIS familiarity Experience with grant administration and program design/implementation Commitment to dignity and respect for clients and colleagues; knowledge of Housing First and Harm Reduction approaches Translatable military experience may be substituted Education
