UCPath UCPath is the University of California's shared services center in Riverside, CA that manages payroll, benefits, and other human resources transactions for more than 265,000 UC employees across ten UC campuses, six academic health systems, three national laboratories. It is the largest payroll, HR systems and benefits administration shared services organization in U.S. higher education. POSITION SUMMARY The Deputy Executive Director will serve as the strategic partner and trusted advisor to the Executive Director of the UCPath Center, providing critical support to drive the execution of the organization's mission and vision. As a senior operations leader, the Deputy Executive Director will act as a key advisor and, when required, a proxy to represent the Executive Director's perspective across the UCPath organization and with UC stakeholders. The role is resilient and adaptable in a fast-paced environment, transitioning from startup to steady state. It requires excellent organizational and communication skills, a strategic mindset, and a proven track record of optimizing organizational and operational efficiency, fostering cross-functional collaboration, and advising at the highest levels. The ideal candidate is a senior operations leader with a demonstrated track record in: Business operations leadership in a large, complex service organization Operational and organizational transformation Measurable operational improvement Strategic, functional and operational realignment to achieve objectives Moving an organization from status-quo to high performing enterprise Developing and implementing innovative operational and technical solutions Partnering with senior leadership and governance and stakeholder groups Challenging the status quo to optimize operations Utilizing Agile methodologies to implement improvements Strong vision setting and ability to drive buy-in across stakeholders Cross-disciplinary collaboration Adept at identifying opportunities and implementing solutions The Deputy Executive Director ensures alignment between UCPath and UC stakeholders across shared services functions, guiding objectives, programs, policies, and resource management with autonomy. The role requires rapid learning and leadership across the organization’s services in a evolving context. The Deputy Executive Director delivers results that elevate UCPath’s value to UC system and beyond. Key Responsibilities
Strategic Leadership and Organizational Management (20%) Drive Strategic Outcomes: Advise the Executive Director, plan and advance strategic initiatives, and establish direction, policies and procedures for UCPath. Stakeholder Engagement: Build and manage relationships with UC senior leaders, faculty, administrators, public agencies, and partners to resolve issues and demonstrate UCPath value. Insight and Analysis: Provide high-level insights and data-driven recommendations; prepare briefing materials for meetings. Thought Leadership: Lead strategy development, planning of strategic meetings, and stay informed on higher education and shared services trends. Span of Control: Direct multiple functional areas while providing indirect leadership across UCPath. Organizational Leadership: Improve performance and pursue continuous improvement. Communication: Develop internal communications plan in collaboration with the Chief Communications Officer. Operations Leadership (20%) Change Agent: Evolve UCPath to premier status and adopt best practices. Future-State Vision: Create a forward-looking operational evolution with rapid issue resolution. Strategic Analysis: Conduct deep-dive analyses and provide strategic recommendations. Rapid Response: Lead critical initiatives from conception to execution. Cross-Functional Alignment: Drive alignment and measure impact with data. Business Functions Oversight: Oversee key functions including finance, operations, product management, communications, HR, governance, IT, and facilities; advise on matters affecting UCPath. Leadership Development: Develop future leaders; manage hiring and retention. Executive Leadership Team Collaboration (20%) Stakeholder Engagement: Represent the Executive Director in high-level engagements and negotiations. Align and Advance Priorities: Work with the UCPath Leadership Team to implement priorities. Strategic Oversight: Guide UCPath’s strategic plans and ensure alignment with goals. Cross-Functional Liaison: Facilitate communication across departments. Financial Stewardship: Oversee budgets and advise on financial strategies. Transformational Team Leadership (20%) Lead High-Impact Initiatives: Drive organizational transformation, engagement, data metrics, process improvements, training, and execution. Organizational Design: Lead enterprise-wide design and staffing to meet evolving needs. Mentorship: Provide mentorship to senior leaders and foster a culture of excellence. Compliance and Governance: Ensure legal, policy, and procedural compliance. Continuous Improvement (20%) Culture of Innovation: Foster process optimization and data-driven improvements; standardize workflows. Reporting Metrics: Establish dashboards to monitor trends and outcomes. Process Improvements: Lead enterprise-wide improvements for efficiency, accuracy, and transparency. Technology and Training: Oversee technology implementations and staff training; improve policies and client service; optimize case management and reporting; update communication channels. Experience Required Qualifications Minimum 10 years of operations leadership in a shared services or large, complex organization, ideally with a distributed service model supporting multiple clients.
