Qualifications:

Reports To: Superintendent of Schools

Supervises: Business office staff, Director of Buildings & Grounds, Director of Student Transportation, Director of Food Services

Job Goal: To serve as the chief financial and operations officer of the district by overseeing all business functions in compliance with state and federal law. This includes fiscal planning and oversight, budgeting, purchasing, payroll, facilities management, labor negotiations support, compensation auditing, and Board Secretary duties, ensuring operational efficiency, lawful practice, and sound fiscal stewardship.

Scope of Responsibility: The School Business Administrator serves as the district's Chief Financial and Operations Officer and is responsible for the strategic management of all non-instructional functions that support the district's educational mission. This includes oversight of financial planning, budgeting, accounting, purchasing, payroll, insurance, facilities, transportation, and food services. The School Business Administrator ensures that all business operations are conducted in accordance with applicable laws, regulations, and Board policies, and that resources are aligned to support district goals. In partnership with the Superintendent, the School Business Administrator provides regular updates and financial analysis to inform decision-making, maintain fiscal integrity, and support long-range planning and sustainability.

Essential Functions: The employee must be available to perform the essential functions of the position whenever scheduled. Regular and reliable in-person attendance and punctuality are fundamental requirements.
Performance Responsibilities:
Fiscal & Operational Management
  1. Collaborate with the Superintendent to prepare, present, and manage the annual district budget in accordance with N.J.A.C. 6A:23A and other applicable laws and regulations.
  2. Provide the Superintendent with regular fiscal updates to support oversight, accountability, and strategic decision-making.
  3. Oversee all financial operations, including accounting, payroll, purchasing, accounts payable/receivable, and insurance administration.
  4. Ensure timely and accurate submission of all required state and federal financial reports.
  5. Manage the district's investments, debt service, banking relationships, and cash flow.
  6. Ensure compliance with the NJ Public School Contracts Law and other purchasing statutes and regulations.
  7. Supervise the preparation of bid specifications, RFPs, and quotation processes.
  8. Oversee the operations of facilities, transportation, and food services, ensuring cost-effectiveness, compliance, and quality service delivery.
  9. Serve as the primary liaison to auditors, ensuring strong internal controls and audit readiness.
  10. Implement, maintain, and evaluate financial software systems and ensure proper staff training and data integrity.
  11. Oversee risk management and insurance programs, including liability, property, auto, and workers' compensation.
  12. Advise the Superintendent and Board of Education on the fiscal implications of policies, programs, and contractual decisions.
  13. Prepare and distribute notices, agendas, and official minutes for all regular and special Board meetings in compliance with the Open Public Meetings Act (OPMA).
  14. Maintain all official Board records and documents, including policies, resolutions, contracts, and minutes.
  15. Serve as custodian of district records in accordance with state law and Board policy.
  16. Administer oaths of office and certify Board actions as required by law.

Labor Relations & Compensation
  1. Serve as a key financial advisor to the Superintendent and Board during collective bargaining negotiations by analyzing cost projections, salary guides, and the fiscal impact of proposed contract terms.
  2. Conduct annual audits of employee compensation and benefits to ensure internal equity, legal compliance, and alignment with negotiated agreements and budgetary goals.

Board Secretary Duties:
  1. Prepare and distribute notices, agendas, and official minutes for all regular and special Board meetings in compliance with the Open Public Meetings Act (OPMA).
  2. Maintain all official Board records and documents, including policies, resolutions, contracts, and minutes.
  3. Serve as custodian of district records in accordance with state law and Board policy.
  4. Administer oaths of office and certify Board actions as required by law.

Other Responsibilities:
  1. Perform other duties as may be assigned by the Superintendent of Schools or designee.
