Responsibilities

  • Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
  • Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
  • Participates in highly complex (senior-level) IT business requirements and related activities throughout the Business Automation and SSA divisional areas of responsibility. Provides analysis and guidance to other agency areas regarding interpreting policies and procedures within the arena of eligibility-system functionality.
  • Analyzes HHSC assistance program policies and procedures to determine their impact on SSA automated systems (TIERS, SSP, EST, and other related systems) and system functional areas; meets with HHSC business areas and external customers to define system-related business requirements.
  • Serves as a senior analyst in developing and implementing eligibility programs business rules, business requirements, and technical specifications of changes or additions to current or future technologies.
  • Develops, implements, and maintains quality assurance processes, best practices, and standards; monitors internal operations and vendor performance measures; reports deficiencies to the Business Requirements manager.
  • Assists in developing and implementing continuous process improvement initiatives. Analyzes performance data to identify trends and areas for improvement initiatives; reports results and recommendations to the Business Requirements Manager and Business Automation Director.
  • Performs root cause analysis and develops corrective action plans for IT systems and processes. Provides peer reviews of business requirements documentation and coordinates technical writing and editing reviews.
  • Reviews complex project deliverables (project charters, design documentation, test plans, risk assessment plans) and provides comments and suggestions to document owners. Leads in producing documentation and responds to internal and external audit requests as required.
  • Prepares and presents complex communications and/or reports on projects, assignments, and/or activities to all levels of staff up to executive management. Provides production support and technical assistance to users of SSA eligibility systems.

Qualifications
  • Required: Ability to mentor and provide consultation and direction to other Social Services Applications (SSA) staff.
  • Required: Ability to analyze and interpret technical information including regulations, policy, and automation system documentation.
  • Required: Ability to communicate in writing, translating user/business needs into a technical style, and communicate technical instructions to system users.
  • Required: Ability to plan and coordinate individual and group work activities.
  • Required: Ability to detect and diagnose application problems.
  • Required: Ability to create technical designs for solutions to problems.
  • Required: Ability to work professionally with a broad range of stakeholders.
  • Required: Ability to prepare concise business requirements, technical specifications documents and related artifacts.

Skill set
  • Experience developing mappings and workflows to automate ETL processes using Informatica IICS, IDMC or Power Center.
  • Experience acquiring and integrating data from multiple data sources/technologies using Informatica for use by a Tableau data visualization object. Data sources include Snowflake, Oracle, SQL Server, Excel, Access, and Adobe PDF.
  • Experience designing and developing complex SQL scripts that are fast and efficient.
