Overview

The Senior Business Analyst will play a critical role in supporting the Business Automation and Social Services Applications (SSA) division. This role focuses on analyzing business needs, interpreting policies, and defining requirements for eligibility-system functionality (TIERS, SSP, EST, and related systems). You will act as a senior-level liaison between technical teams, business stakeholders, and external partners, ensuring system improvements align with business strategies and deliver measurable outcomes.

Responsibilities

• Review, analyze, and evaluate business systems and user needs.
• Translate user/business requirements into detailed technical specifications.
• Collaborate with stakeholders to define functional requirements for SSA systems (TIERS, SSP, EST).
• Provide guidance on policy interpretation and its impact on system functionality.
• Develop business rules, requirements, and solution designs for system enhancements.
• Lead quality assurance efforts, including standards, best practices, and vendor performance monitoring.
• Conduct cost/benefit, ROI, and buy/build analyses for system solutions.
• Perform root cause analysis and create corrective action plans for IT systems.
• Review project deliverables (charters, design docs, test plans, risk assessments) and provide feedback.
• Mentor and provide consultation to SSA staff on business analysis and requirements.
• Prepare and present complex reports and communications to staff and executive leadership.
• Provide production support and technical assistance to users of SSA eligibility systems.

Required Skills & Qualifications

• 4+ years of experience mentoring and consulting SSA or similar staff.
• 4+ years analyzing and interpreting technical information, regulations, and policy.
• 4+ years of professional business writing, translating business needs into technical requirements.
• 4+ years of experience planning and coordinating group/individual activities.
• 4+ years diagnosing and resolving application/system problems.
• 4+ years developing technical designs for solutions.
• 4+ years preparing concise business requirements, specifications, and related documentation.
• Strong communication skills with the ability to work across diverse stakeholder groups.
